[Otoritas adalah sebuah konsep multidisipliner yang menjadi fitur dasar yang membedakan antara negara dan entitas politik lainnya Perbedaan ini kemudian membuat negara dianggap sebagai aktor utama dalam politik internasional yang dapat melakukan kekerasan secara terlegitimasi sementara entitas politik lainnya tidak boleh melakukan kekerasan tanpa ijin dari negara Karya ini menunjukkan bahwa konsep otoritas yang berkembang dalam ilmu hubungan internasional cenderung dipengaruhi oleh definisi otoritas Weberian yang bias negara dengan ciri teritorialitas kekerasan dan simbol publik lainnya sehingga kekerasan yang dilakukan oleh aktor non negara hanya dianggap sebagai tindak kriminal atau usaha entitas politik untuk menjadi negara Karena itu tiap tiap aktor non negara yang ingin meningkatkan signifikansinya dalam relasi antar entitas politik dan memiliki kebebasan untuk menggunakan kekerasan harus berupaya untuk mendefinisikan teritorinya dan berperilaku serupa dengan negara. Authority is a multi-disciplinary concept that has been the basic feature that differs the state from other political entities. This distinction, further, positions states as main actor in international politics who are able to exercise legitimized violence, while other political entities are forbidden to exercise such measure without the required authorization from states. This paper exhibits that the concept of authority that has been developed in the study of International Relations relatively influenced by Weberian definition of authority which, to some extent, posess state-centric bias with features including territoriality, violence, and other public symbols so that the violent measures the states exercised are deemed as criminal act or struggle for political entitites to pursue statehood.
