ABSTRAK Sebelum masuknya Hukum Persaingan Usaha, Penerbangan Niaga Berjadwal merupakan Industri jasa yang menseparasi kelas sosial konsumennya. Hanya kalangan menengah keataslah yang sanggup mengaksesnya. Hal ini karena belum dikenalnya prinsip-prinsip persaingan usaha yang sehat dimana penetapan tarif diserahkan kepada Pelaku Usaha sehingga Para pelaku usaha melakukan eksploitasi harga. Dengan Masuknya Undang-Undang 5 Tahun 1999, penetapan tarif berhasil dikembalikan kepada Pemerintah dan tarif jasa penerbangan ini berhasil dikendalikan oleh badan regulator. Kemudian, masuknya regulasi persaingan usaha juga membawa Pengaruhterhadap Perilaku Pelaku Usaha yang digambarkan melalui Penegakan Hukum persaingan Usaha melalui putusan KPPU yang melibatkan Pelaku Usaha Pada Industri ini. Skripsi Ini menganalisa pengaruh masuknya hukum persaingan usaha pada regulasi penetapan tarif dan perilaku pelaku usaha pada Industri jasa penerbangan niaga berjadwal di Indonesia. ABSTRACT Before The Competition Policy was regulated, Scheduled Commercial Airlines was a Service which separated social stratum of its consumers. Only the high end social classes which could afford it. This Condition happened because the principles of fair competition on business actors on this sector was not recognized. By that time The Government give its authority to business actors which finaly exploited the price. Bythe regulation of UU No 5/1999 this condition was succeed to overcome. The Pricing Authority was returned to the government and the price was controled by its regulator agency. The Competition law regulation also give significant effect on Business Actor’s conduct in This Industry which can be seen by the enforcement of Competition law in this Industry. This thesis analize The implication of Competitionlaw regulation on the Pricing regulation and business actor’s conduct on scheduled Commercial Airlines in Indonesia.
