Skripsi ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi implementasi Peraturan Daerah Kota Depok Nomor 16 Tahun 2012 tentang Pembinaan dan Pengawasan Ketertiban umum: Studi tentang Alih Fungsi Trotoar untuk Usaha/Berjualan di Jalan Margonda Raya. Implementasi yang dilakukan berupa sosialisasi terkait isi perda, monitoring dan penertiban. Pendekatan penelitian ini adalah kulaitatif dengan teknik pengumpulan data yaitu wawancara mendalam dan studi kepustakaan. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi implementasi perda tersebut. Implementasi perda ketertiban umum ini masih belum maksimal, hasil penelitian ini menunjukkan bahwa terdapat faktor-faktor yang memengaruhi implementasi perda tersebut yaitu yaitu sosialisasi yang dilakukan oleh pemerintah, pengawasan oleh Satpol PP, sumber daya, sikap dari Satpol PP, struktur birokrasi, integrtias Satpol PP dan kesadaran hukum dari PKL dan pembeli. Faktor yang paling memengaruhi yaitu sumber daya manusia. This research discusses about the affective factors of the implementating Depok city policy (No.16 Yr. 2012) about guidance and supervision of public order. This research focus on the function change of sidewalk Jalan Margonda Raya from pedestrian use to street merchant. The policy implementation includes the socialization of the policy's contents, guidance and supervision.This qualitative research uses in depth interview and literature study metodh to summon up the data. This research aims to determine the factors that affect the implementation of this city policy. In conclusion, this research shows that the implementation is not effective yet and indicate several factors that affect the implementation of the city policy, which are : socialization from the government, supervision , attitude, bureaucracy structures and integration of satpol pp, also the legal awareness of the street merchant and theirs costumers. Factor that the most affect is human resources. |
