 Abstrak

[Tingginya jumlah penduduk, mengakibatkan peningkatan permintaan akan barang di kota Jakarta. Hal ini akan meningkat pula kebutuhan akan sarana dan prasarana transportasi dalam mengantarkan barang yang diminta, termasuk kebutuhan terhadap keberadaan Terminal Angkutan Barang Tanah Merdeka. Saat ini kondisi parkir di terminal Tanah Merdeka terlihat kurang layak, serta banyak kendaraan tidak layak jalan yang menggunakan fasilitas terminal. Tujuan penelitian ini untuk mengetahui karakteristik parkir terminal, menganalisa kelayakan parkir ,dan merencanakan solusi perbaikan dalam upaya mengoptimalkan fungsi parkir terminal. Metode survey yang digunakan adalah dengan cara mencatat nomor plat kendaraan yang masuk dan keluar terminal secara berkala dengan selang waktu tertentu. Berdasarkan hasil analisis, pengguna didominasi oleh truk besar, terminal banyak digunakan pada siang hari dengan V/C Ratio 101,02%. Nilai ini semu karena mempertimbangkan keberadaan kendaraan tidak layak jalan. Terdapat 2 skenario perbaikan. Skenario 1 meliputi perencanaan pola parkir dan pembuatan zona parkir khusus kendaraan tidak layak jalan. Skenario 1 menurunkan kapasitas statis, namun meningkatkan V/C ratio sebesar 85%. Skenario 2 meliputi perencanaan pola parkir dan larangan parkir kendaraan rusak di dalam terminal. Skenario 2 meningkatkan kapasitas statis hingga 90% dan V/C ratio meningkat hingga 89%. The purpose of this study are to determine the characteristics of the terminal parking, to analyze its feasibility, and to improve the its utilization. The data inquiry is carried out using license plate method to the vehicles parking at the terminal. Based on the analysis, the vehicles are dominated by large trucks, and the terminal is extensively used in the daytime with the V/C ratio of 101.02 %. This value is apparent due to the existence of inoperative vehicles. It is proposed 2 scenarios of parking improvement. Scenario 1 includes the design of parking layout and allocating special parking zone for inoperative vehicles. Even though the Scenario 1 reduces the static capacity it could increase the V/C ratio by 85%. Scenario 2 involves design of parking layout and the restriction of the inoperative vehicles. Scenario 2 increases the static capacity up to 90% and the V/C ratio to 89%. Both indicate that the utilization of the terminal still can be improved.
