[ABSTRAK Sistem presidensial yang sepakat untuk dibangun pasca amandemen Undang-Undang Dasar 1945 (UUD 1945) akan bekerja dengan efektif apabila terjadi pemerintahan kongruen, yaitu kondisi dimana presiden sebagai pemimpin lembaga kepresidenan dalam menjalankan kekuasaan pemerintahan mendapat dukungan yang baik oleh mayoritas partai politik yang ada di Dewan Perwakilan Rakyat (DPR). Salah satu upaya untuk mewujudkan pemerintahan kongruen, hadir dengan adanya Putusan Mahkamah Konstitusi Nomor 14/PUU-XI/2013 yang mengharuskan dilakukannya Pemilu Serentak pada tahun 2019 dan seterusnya. Penelitian ini akan membahas praktik Pemilu serentak di Brazil, Bolivia, dan Panama, yang hasilnya kemudian akan dijadikan salah satu bahan untuk mengkaji potensi terjadinya pemerintahan kongruen di Indonesia ketika Pemilu serentak diselenggarakan pada tahun 2019. Dari hasil penelitian di ketiga negara tersebut, Pemilu serentak, meskipun tidak selalu, tapi mempunyai pengaruh dalam menciptakan pemerintahan yang kongruen, meskipun dengan catatan yang berbeda. Bagi Indonesia, Pemilu serentak tidak dengan mudah dapat menciptakan pemerintahan kongruen, sehingga diperlukan sejumlah perbaikan, diantaranya dengan mengubah sistem pemilihan presiden dan wakil presiden. One of the efforts to make government congruent, attended by the Constitutional Court Decision No. 14/PUU-XI/2013 requiring an concurrent elections in 2019 and beyond. This research will discuss the practice of concurrent elections in Brazil, Bolivia, and Panama, which was then use as one of the materials to assess the potential for establish congruent government in Indonesia when concurrent elections wiil be held in 2019. The results of the research in these three countries, despite not always, shows that the concurrent elections have impact in creating a congruent government, eventhough with different notes.
