Abstract
Education in Japan that is having a modernization is not just because the changes that come from the inside and bottom but also from foreign interference because Japan has invited foreigner and imported the foreign pattern. Education in Japan is modernization after the changes from the inside and bottom that strengthen power from the top and outside. That is the tipycal of underdeveloped country. Japan under the Meiji, has win in war against the China and Rusia. Meanwhile, this country also has finished the industry revolution.
