ABSTRAK Minyak bumi memegang peranan penting dalam perekonomian Indonesia, namun selama beberapa tahun terakhir produksi minyak Indonesia menunjukkan pola negatif bahkan sejak tahun 2009 Indonesia telah menjadi negara importir minyak mentah. Studi ini membahas mengenai hubungan antara cadangan terbukti minyak, harga minyak dunia, serta kebijakan cost recovery yang khas dimiliki kontrak bagi hasil Indonesia terhadap tingkat produksi minyak Indonesia.Teori yang yang digunakan sebagai landasan pemikiran dalam studi adalah teori ekonomi permiyakan dan teori produksi. Secara metodologis, studi ini menggunakan pendekatan kuantitatif berdasarkan data deret waktu selama kurun waktu 1960-2013 yang diolah menggunakan metode OLS serta diperkaya dengan wawancara mendalam.Berdasarkan hasil penelitian, ditemukan korelasi positif dan signifikan antara tingkat cadangan terbukti minyak, harga minyak dunia, serta kebijakan cost recovery terhadap tingkat produksi minyak Indonesia. Ditemukan nilai elastisitas produksi atas cadangan sebesar 0,65 selama periode 1961-1989 dan 2,40 selama periode 1990-2013, sementara itu meskipun memiliki korelasi positif, tingkat produksi minyak menunjukkan perilaku inert terhadap pertumbuhan harga minyak dunia. Penelitian ini juga menemukan kondisi pemberian cost recovery tanpa batas atas dapat mendorong tingkat produksi lebih tinggi dibanding rezim cost recovery lain. ABSTRACT Crude oil holds an important role on Indonesian economics for years, but for the last two decades crude oil production shows negative trends; Indonesia even has became a net oil importer since 2009. This study discussed the correlation between the proven reserves, world crude oil price, and cost recovery policy which is unique on Indonesia's oil exploration and exploitation contracts with oil production level.The petroleum economics theory and production theory were used as the theoretical base on this study. This study used quantitative analysis using time series regression from 1961-2013 and is enriched by in-depth-interview.This research found that there are positive correlation between proven reserves, the growth of international oil price, and cost recovery policy with oil production in Indonesia. It is found that the production elasticity of reserves from 1961-1989 is 0,65 and is valued 2,40 for 1990-2013. On the other side, although they are positively correlated, the oil production level are relatively inert with the growth of oil price's movement. This study also found that cost recovery policy without upper limit could boost production level higher than any cost recovery regimes. |
