 Abstrak

ABSTRAK
Penelitian ini membahas mengenai kepastian hukum pemungutan pajak parkir atas
parkir di perhotelan di Kota Bandar Lampung. Penelitian ini menggunakan teori asas
kepastian hukum sebagai teori utama. Penelitian ini bersifat kuantitatif deskriptif
dengan studi litaratur dan wawancara mendalam. Hasil penelitian ini menunjukkan
bahwa terdapat pertentangan antara peraturan daerah yang mengatur tentang pajak
parkir di Bandar Lampung dengan peraturan yang lebih tinggi. Sehingga pemungutan
pajak parkir atas parkir di perhotelan di Kota Bandar Lampung belum memenuhi asas
kepastian hukum, dari aspek kepastian objek pajak dan penghitungan dasar
pengenaan pajaknya. Implikasi yang ditimbulkan dari adanya ketidakpastian hukum
tersebut adalah target pajak parkir yang tidak tercapai dan penurunan potensi
pendapatan bagi perhotelan.
ABSTRACT
This research discusses the certainty parking taxes on hotel?s parking space in the
municipality of Bandar Lampung. This research uses the principle of certainty theory
as the main theory. This research uses quantitative method by studying of literature
and doing in-depth interviews. The results of this research indicate that there is a
contradiction between local regulations of parking taxes in Bandar Lampung and the
tax laws. In result, the parking taxes on hotel?s parking space does not comply the
principle of certainty, based on the uncertainty of the tax object and the calculating
of tax bases. Implications arising from this uncertainty are parking tax target is not
achieved and the potential of hotel?s revenue is decreased.
