Abstract
ABSTRAK
Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan pembatasan lalu lintas sepeda motor di jalanan MH Thamrin (segmen Bundaran HI) sampai Medan Merdeka Barat dalam rangka mengatasi permasalahan kemacetan di jalan protocol Jakarta. Peneliti menggunakan pendekatan kualitatif dan menggunakan desain deskriptif. Hasil penelitian ini menunjukkan implementasi yang telah dijalankan sudah cukup. Di sisi lain, masih dapat dijumpai hambatan yang memengaruhi jalannya implementasi kebijakan ini, yaitu kurangnya jumlah personel untuk melakukan pengawasan, kurangnya fasilitas pendukung guna mendukung pengimplementasian kebijakan pembatasan lalu lintas sepeda motor ini, masih terdapat sikap yang tidak baik yang ditunjukkan oleh pihak personel ataupun masyarakat dalam mendukung jalannya implementasi, adanya hambatan dalam fasilitas pendukung implementasi kebijakan yang mana berasal dari pihak luar.
ABSTRACT
This study aims to determine how the restriction policy implementation motorcycle traffic on the streets of MH Thamrin (HI traffic circle segment) to Medan Merdeka Barat in order to overcome the problems of road congestion in Jakarta protocol. Researchers used a qualitative approach and used a descriptive design. These results indicate that implementation has been carried out is enough. On the other hand, can still be found barriers that affect the course of the implementation of this policy, namely the lack of the number of personnel to conduct surveillance, lack of support facilities to support the implementation of the policy of limiting traffic this motorcycle, there is still a good attitude shown by the personnel or the public in support of the course of implementation, the obstacles in the implementation of policies supporting facilities which are from outside
