[ABSTRAK Analisis terhadap implementasi kebijakan reformasi administrasi perludilakukan untuk mengetahui proses dan hasil pelaksanaan serta faktor-faktor yangmempengaruhinya. Sebagai tempat penelitian dipilih Kementerian KoordinatorBidang Kesejahteraan Rakyat sebagai salah satu kementerian/lembaga yang telahdianggap sudah memenuhi syarat diterapkannya reformasi birokrasi dilingkungannya. Penelitian ini menggunakan pendekatan kualitatif denganwawancara mendalam. Hasil penelitian menyimpulkan bahwa implementasirefromasi administrasi di Kementerian Koordinator Bidang Kesejahteraan Rakyatbelum efektif. Untuk memperbaiki disarankan meningkatkan kualitas SDMaparatur di Kemenko Kesra melalui peningkatan kompetensi, mendorongpenggunaan teknologi informasi dan komunikasi (TIK) dalam berbagai kegiatanuntuk tercapainya efektivitas dan efisiensi dalam pelaksanaan manajemenpemerintahan dan memperkuat sistem promosi jabatan tinggi yang telah berjalan.
