[Dalam pembangunan proyek EPC dimana memiliki tingkat risikonya cukup tinggi tidak terlepas dari keterlambatan waktu dan pembengkakan biaya proyek. Permasalahan yang terjadi pada PT.X dimana waktu proyek terlambat dan terjadi pembengkakan biaya. Oleh karena itu analisa berbasis risiko akan dilakukan pada proses pengadaan jasa, penelitian ini diharapkan dapat menghasilkan strategi pengelolaan risiko yang baik sehingga kinerja waktu dan biaya pada proyek EPC dapat dioptimalkan. Hasil penelitian menunjukkan faktor risiko yang berpengaruh terhadap kinerja waktu dan biaya paket pekerjaan subkontraktor tidak jelas, data spesifikasi & teknikal yang berubah - ubah, kompleksitas pekerjaan pada proyek, waktu proses tender terlalu singkat sehingga penawaran harga bersifat masih kasar, waktu proses tender formulir isian terlalu banyak sehingga memakan waktu, Bentuk kontrak kurang menarik bagi subkontraktor, kesalahan dalam strategi dan perencanaan paket pengadaan yang tidak memperhitungkan analisis pasar, subkontraktor kurang memahami vendor yang harus di tuju untuk pengadaan material, subkontraktor tidak akurat dalam estimasi biaya proyek, tingginya penawaran harga subkontraktor yang jauh di atas OE.
