Prastudi di lapangan menunjukan bahwa masih terjadi inefektifitas dan inefisiensi implementasi analisis kebutuhan diklat di Balai Besar Pelatihan Kesehatan Ciloto, seperti prosedur yang panjang, waktu proses yang lama, biaya besar, kurangnya keterwakilan data serta lemahnya dukungan teknologi informasi dan komunikasi. Selain itu secara substansi, permasalahan belum tergalinya softskills sebagai salah satu kemampuan penting pemberi layanan kesehatan (terutama perawat) membuat rekomendasi analisis kebutuhan diklat sebagai pertimbangan pengambilan keputusan perencanaan program diklat belum komprehensif. Penelitian ini bertujuan untuk menyusun rancangan Sistem Informasi AKD Berbasis Web dengan kajian softskills perawat rumah sakit, yang efektif dan efisien dilengkapi dengan prototype program yang dapat menghasilkan informasi untuk mendukung pengambilan keputusan dalam rangka perencanaan program diklat di BBPK Ciloto. Metodologi penelitian yaitu operational research dengan metode pengembangan sistem prototype. pengumpulan data primer dengan cara wawancara pada informan serta data sekunder melalui telaah dokumen dan observasi lapangan dengan metode pengujian sistem user acceptance test. Keluaran informasi yang dapat dihasilkan adalah informasi yang dapat digunakan untuk perencanaan program diklat softskills. Dari hasil pengujian dan analisis, sistem lebih efektif dan efisien dibandingkan dengan sistem berjalan. Dalam pengembangannya perlu ada strategi untuk meningkatkan tingkat partisipasi dan perlunya dukungan dan masukan baik dari unit utama kementerian kesehatan, unit pembina teknis maupun organisasi profesi.
Preliminary research results indicate that there had been ineffectiveness and inefficiency implementation in Training Needs Analysis (TNA) at Training Health Center (BBPK) Ciloto, such as lengthy procedures, long processing time, huge cost, inadequacy of the data and less support for information and communication technology. Additionally in substance, inchoate identified soft skills as one of the important ability of health care providers (especially nurses) make recommendations for consideration TNA planning decisions in BBPK Ciloto training program has not been comprehensively. This study aims to design a Web-Based Information System Training Needs Analysis with studies softskills hospital nurse, effective and efficient equipped with a prototype program that can produce information to support decision making in the context of planning training programs in BBPK Ciloto. The research methodology is operational research with method development system by prototype. Data collection consist of primary data by interviewing the informant and secondary data by document analysis and field observations. Output information that can be generated from the prototype is information that can be used for softskills training program planning. From the results of tests and analysis, the system more effective and efficient than the system before. In its development there needs to be a strategy to increase the level of participation and the need for support and input from both the main unit of the ministry of health, technical or organizational unit builder profession. |
