Abstrak

Tesis ini membahas hasil penelitian tentang peran Polsek Batuceper dalam

pencegahan konflik sosial akibat penyalahgunaan lahan. Penelitian ini dilakukan

dengan pendekatan kualitatif yang bersumber dari data primer dan sekunder dengan

metode pengumpulan data dilakukan dengan cara observasi, pengamatan terlibat dan

wawancara atau interview. Hasil penelitian menunjukan bahwa penyebab terjadinya

konflik antara warga masyarakat dengan pihak STKIP Arastamar adalah

penyalahgunaan lahan yang dilakukan oleh STKIP Arastamar, sehingga melanggar

ketentuan peraturan daerah tentang Rencana Tata Ruang Wilayah Kota Tangerang.

Dalam mencegah terjadinya konflik sosial antara warga masyarakat dengan STKIP

Arastamar, Polsek Batuceper telah melakukan beberapa upaya diantaranya

memfasilitasi dan memediasi tuntutan dari warga bahkan mendesak pihak Walikota

Tangerang untuk mengeluarkan keputusan penutupan dan penyegalan STKIP

Arastamar. Setelah didapat kepastian penutupan dan penyegelan STKIP Arastamar,

Polsek Batuceper melakukan kegiatan pengamanan eksekusi penutupan dan

penyegelan STKIP Arastamar tersebut yang dilakukan oleh Satpol PP dari

Pemerintah Kota Tangerang. Dalam melakukan pencegahan terjadinya konflik

tersebut, Polsek Batuceper menemui beberapa kendala, diantaranya: (1) Tidak

tegasnya Pemerintah Kota Tangerang; (2) Tingkat kesadaran hukum pimpinan

STKIP Arastamar masih rendah; (3) Faktor Kemanusiaan; (4) Faktor kewenangan;

(5) Kurang Kooperatifnya pihak STKIP Arastamar; dan (6) Kepekaan dan

pemahaman kritis pimpinan.

ABSTRACT

This thesis discusses the results of research on the role of Polsek Batuceper in the

prevention social conflict stemming from abuses of land. This research was

conducted with qualitative approach, sourced from the primary and secondary data

by the method of data collection is carried out by means of observation, involved

observation and an interview. The results showed that the cause of the conflict

between the residents of the community with STKIP Arastamar is caused the abuse

of land by STKIP Arastamar, thus violating the provisions of local regulations on

Spatial Planning Tangerang City. To prevent social conflicts between citizens with

STKIP Arastamar, polsek Batu Ceper has made several attempts such as facilitate

and mediate demands from citizens even urged the Tangerang Mayor to issue a

decision to close and sealing STKIP Arastamar. Having obtained the certainty of

closing and sealing STKIP Arastamar, Polsek Batu Ceper conduct security activities

execution closure and sealing of the STKIP Arastamar conducted by the municipal

police of Tangerang City Government. In conduct prevention the occurrence of the

conflict, Polsek Batuceper find obstacles, of them: (1) Not assertive goverment

Tangerang City; (2) The level of legal awareness STKIP Arastamar leader is still

low; (3) human factors; (4) factor of authority; (5) Less cooperatif of STKIP
