Tesis ini membahas analisis ketergantungan spasial dalam mengetahui faktorfaktor penentu kemiskinan di Sumatera dan Jawa dengan memasukkan fenomena interaksi antar kabupaten/kota ke dalam model spasial lag. Fenomena interaksi tersebut didekati dengan migrasi risen bruto yang masuk kedalam pembobot spasial sebagai socio-economic distance. Oleh karenanya hubungan kedekatan antar kabupaten/kota bukan berdasarkan jarak fisik antar kabupaten/kota, melainkan berdasarkan jarak sosial ekonominya yang diukur dari intensitas penduduk bermigrasi keluar dan bermigrasi masuk.Hasil penelitian menyimpulkan bahwa faktor pendidikan, pekerjaan, gender dan akses pelayanan dasar serta infrastruktur signifikan sebagai penentu kemiskinan. Selain itu peran interaksi antar kabupaten/kota perlu dipertimbangkan untuk menangkap kondisi realitas di lapangan, dimana kabupaten/kota memang benar melakukan interaksi satu sama lain. Kemudian nilai rho sebagai koefisien spasial lag menjelaskan seberapa besar kemiskinan di kabupaten/kota saling berhubungan, dan bukan merupakan bentuk dari pengaruh ataupun sebab akibat. Melalui model spasial lag maka koefisien variabel penentu kemiskinan menjadi lebih bersih dengan memasukkan peran interaksi antar kabupaten/kota kedalam model tersebut.Hasil penelitian ini juga menyarankan pemerintah daerah maupun pusat untuk memperhatikan arus migrasi dengan lebih seksama agar migrasi tersebut benar-benar menjadi solusi didalam pengentasan kemiskinan dan bukan sebaliknya. The focus of this study is the analysis of spatial dependence in knowing the determinants of poverty in Sumatra and Java by incorporating the phenomenon of interaction between region into a model of spatial lag. The proximity of interaction phenomenon is approached with gross recent migration into a spatial weighted as socio-economic distance. Therefore, the relationship between the the region is not based on the physical distance, however by the socio-economic distance that measured from the intensity of the out and in migration.The study concluded that the factors of education, occupation, gender, access to basic services and infrastructure as a determinants of poverty. Interaction between region need to be considered to capture the reality of conditions on the social economic phenomenon, where the region indeed interact with each other. Then the value of rho as a spatial lag coefficient describes how much poverty in the region correlated. Through spatial lag model for the determinants of poverty, coefficients variable to be better the fit by incorporating the role of the interaction between the regions into the model.The researcher suggests that national and local governments to pay attention for the migration flows more carefully so that the migration as a solution in the alleviation of poverty in Sumatera and Java. |
