Gubernur sebagai wakil pemerintah pusat memiliki kedudukan sangat penting dalam sistem pemerintahan daerah di Negara Kesatuan Republik Indonesia. Kedudukan strategis tersebut mengalami banyak tantangan dan permasalahan. Penelitian ini bertujuan untuk menganalisis mengapa kedudukan gubernur sebagai wakil pemerintah pusat tidak efektif dan untuk merumuskan konstruksi kedudukan, peran dan fungsi gubernur sebagai wakil pemerintah pusat dalam sistem pemerintahan daerah di Negara Kesatuan Republik Indonesia ke depan. Penelitian ini menggunakan paradigma kualitatif dengan teknik analisis data deskriptif analitis. Pengumpulan data dilakukan di Provinsi Kalimantan Tengah dan Provinsi Jawa Timur dengan melakukan serangkaian wawancara mendalam dan diskusi aktif dengan berbagai narasumber mulai dari gubernur, bupati/walikota, instansi vertikal, ahli dan praktisi pemerintahan daerah. Hasil penelitian menunjukkan bahwa kedudukan gubernur sebagai wakil pemerintah pusat berjalan tidak efektif yang disebabkan oleh 6 (enam) determinant factor, yaitu lemahnya dukungan instrumen kebijakan, ketiadaan institusi kelembagaan, ketiadaan personil aparatur, ketidakjelasan anggaran, kepemimpinan, dan political will pemerintah. Hasil penelitian merumuskan dua desain sistem pemerintahan daerah. Pertama, provinsi wilayah administrasi dan daerah otonom - kabupaten/kota daerah otonom. Kedua, provinsi daerah wilayah administrasi dan daerah otonom ? kabupaten/kota wilayah administrasi dan daerah otonom. Kedua desain tersebut meletakkan dekonsentrasi dan desentralisasi pada provinsi dan mendudukkan gubernur baik sebagai wakil pemerintah pusat mapun selaku kepala daerah. Hasil penelitian juga menunjukkan perlunya institusi kelembagaan gubernur sebagai wakil pemerintah pusat yang dalam penelitian ini dirumuskan sebagai intermediate government dalam bentuk deputi dekonsentrasi.
Governor as the Central Government representative has a very important position on the local government system in the Unitary State of the Republic of Indonesia. The strategic position have faced lots of challenges and problems. This study aims to analyze why the position of the governor as the central government representative is ineffective and to formulate the construction of the governor?s position, role and function as the Central Government representative on the local government system in the Unitary State of the Republic of Indonesia for the future. This study applied qualitative paradigm with descriptive data analysis techniques. The data were collected in the Central Kalimantan Province and East Java Province by conducting a series of in-depth interviews and active discussions with various sources ranging from the governors, regents/mayors, vertical institutions, experts and practitioners of local government. The results show that the governor's position as the central government representative is ineffective. The ineffectiveness determinant factors are the lack of support in policy instruments, institutions, personnel officers, budget uncertainty, leadership, and political will of the governments. This study formulates two designs for the local administration system. First, the provinces are both an administrative area and an autonomous region, then the regencies/municipalities arean autonomous region. Second, both the provinces and regencies/municipalities are an administrative area and an autonomous region. Both designs set deconcentration and decentralization at the provinceas well asgovernor as the Central Government representative and as the head area. This study indicate the needof governor's institution as the central government representative which in this study is formulated as an intermediate government in the deconcentration deputy format. |
