Tulisan ini mencoba untuk mengetahui dan menjelaskan bahwa pentingnya untuk menerapkan suatu bentuk pencegahan penyalahgunaan BBM subsidi dengan jenisbiosolar di Kota Batam sebagai tindak lanjut dari pengawasan yang telahdilakukan oleh instansi terkait dan upaya pencegahan kejahatan mobil pelangsir.Tulisan ini menggunakan metode pengumpulan data sekunder berupa dataperusahaan, data statistik kepolisian, dan penelitian terdahulu sebagai dasaranalisis. Hasil tulisan ini ditemukan bahwa terdapat keberhasilan danketidakberhasilan program kartu survey ini dalam mencapai tujuannya. Salah satukeberhasilan program kartu survey adalah program ini berhasil menekan realisasikonsumsi BBM subsidi dengan jenis biosolar, namun dilain hal program kartusurvey tersebut masih belum efektif dalam melakukan pencegahan kejahatanpengangkutan illegal BBM subsidi bisolar dalam bentuk kejahatan mobilpelangsir. Hal tersebut dikarenakan, masih adanya kelemahan didalam penerapan program kartu survey seperti halnya, kartu ganda, pelaku dapat bekerjasama dengan operator SPBU dan lain sebagainya.
ABSTRACT
This paper tries to explain the importance of criminal prevention measures to prevent biodiesel gasoline embezzlement in Batam, as a follow-up of supervisionthat had been done by the relevant agencies. Data?s has been collected from thecompany, police statistics, and previous research, and used as a basis to analyzethe situation. This paper concluded that the kartu survey program, a crimeprevention strategy developed by the company, has its own strength andweakness. One of the achievement done by the program is pressing theconsumption of subsided gasoline. But, at the same time this program also fails toeffectively prevents the embezzlement of subsided gasoline in the form of mobilpelangsir.
