Violation against norms and criminal deeds that harm people are frequently done by children and youth with behavioral disturbance and deviation. many factors influence the deeds, both internal and external. Psychological condition, racism, discrimination, poverty, social isolation, community problem, cultural erosion, lack of education program based on culture, inadequate caring skill, lack of resources for community like recreational facility, and lack of positive figures, as causes of behavioral disturbances.
