ABSTRAKSkripsi ini membahas upaya presiden dalam menggunakan koalisi pendukung eksekutif sebagai alternatif untuk menghindarkan kebuntuan antara lembaga eksekutif dan legislatif dalam pembahasan sebuah kebijakan. Melalui metode kualitatif dan tipe penelitian eksplanatif, penelitian ini mengangkat studi kasus upaya Presiden SBY menggunakan koalisi partai pendukung eksekutif untuk meloloskan kebijakan kenaikan harga jual BBM bersubsidi dalam APBN-P Tahun Anggaran 2012 di DPR. Berdasarkan analisis dengan menggunakan teori presidensialisme multipartai dan konsep presiden koalisional, hasil penelitian memperlihatkan bahwa Presiden SBY dapat menggunakan koalisi pendukung eksekutif untuk meloloskan dengan memanfaatkan ?kotak alat eksekutif? sebagai insentif untuk menarik dukungan dari partai-partai dalam koalisi. Penelitian ini juga menunjukkan pemanfaatan ?kotak alat eksekutif? oleh Presiden SBY tidak menjamin dukungan dari partai-partai dalam koalisi. Hal tersebut terjadi karena adanya perbedaan kepentingan antar partai dalam koalisi yang berbeda dengan kepentingan Presiden SBY. Perbedaan tersebut diatasi oleh Presiden SBY dengan melakukan kompromi terhadap partai-partai dalam koalisi. Penelitian ini menyimpulkan bahwa penggunaan ?kotak alat eksekutif? sebagai perangkat untuk membentuk dan mengelola koalisi perlu didukung oleh faktor lain seperti sikap presiden dan pejabat partai koalisi yang cenderung kompromi dalam pembahasan kebijakan. ABSTRACTThis thesis discusses the president?s attempt to use the executive-supporting coalition as an alternative to avoid a deadlock between the executive and legislative institutions in the deliberation of a policy. Through a qualitative method and a explanatory type of research, this research exposes the case study of President SBY?s attempt to use an executive-supporting party coalition to secure the implementation of the policy to raise subsidized fuel oils in the Revised Annual State Budget of the 2012 Fiscal Year within the House of Representatives. Based on an analysis that uses the theory of multiparty presidentialism and the concept of coalitional president, the results of this research shows that President SBY could use an executive-supporting coalition to prevail using an ?executive toolbox? as an incentive to attract support from parties inside the coalition. This research also shows that the utilization of the ?executive toolbox? by President SBY does not guarantee support from parties inside the coalition. This is due to a difference of interests between coalition parties that differ from the interests of President SBY. This difference is resolved by President SBY by conducting a compromise on parties inside the coalition. This research concludes that the utilization of the ?executive toolbox? as an apparatus to form and organize coalitions must be backed by other factors such as the stance of the president and members of the coalition parties that are inclined towards compromise within the policy-deliberation process. |
