Sejak awal pembentukannya Jawatan Kepolisian Negara RI sebagai organisasi pemerintah menggunakan konsep veiligheid, rust en orde (keamanan, ketenangan dan ketertiban) dari Kepolisian Pemerintah Hindia Belanda. HIR (Herziene lnlichtingen Dienst) merupakan pedoman dalam melaksanakan fungsi kepoiisian, yaitu mengamankan pemerintah dan Iembaga-Iembaganya dari ancaman yang membahayakan.Sebagai organ pemerintah yang memiliki kontinuitas dengan pemerintah kolonial, pada permulaan republik Kepolisian Negara Rl mengalami penolakan dari rakyat di tengah situasi yang menuntut perubahan nilai-nilai lama yang tidak sesuai dengan ideologi revolusioner. Dalam situasi yang diwarnai oleh pergolakan politik menyebabkan kepolisian negara melakukan konsolidasi organisasi sebagai kepcmlisian nasional. Hal ini terwujud dengan keluarnya Penetapan Pemerintah (PP) No. 11/SD Tahun 1946 yang berlaku sejak tanggal 1 Juli 1946 yang berisi perubahan kedudukan kepolisian dari Departemen Dalam Negeri kemudian berada di bawah Perdana Menteri, PP tersebut merupakan pangkal dan munculnya tindakan-tindakan kepolisian masuk ke dalam ranah politik. Perubahan ini terepresentasikan dan pemberdayaan Pengawasan Aliran Masyarakat (PAM) yang bertugas sebagai poiisi preventif dan represif.Dalam situasi revolusi kekuatan kepolisian bergantung pada bagian penyelidikan di bidang ekonomi, sosial dan politik, di samping Mobrig (Mobile Brigade) yang berperan di garis depan pertempuran. Kapasitas PAM tersebut membawa pada munculnya pertanyaan terhadap penelitian, yaitu mengapa PAM berperan menonjol dalam pelaksanaan fungsi keporisian di tengah intensitas perpolitikan pada masa revolusi.Dalam fungsinya sebagai badan penyelidik dengan tugas utama sebagai penyelidik dan pengawas pelbagai aliran-aliran poiitik yang tumbuh secara pesat di tengah masyarakat menyebabkan kepolisian melakukan tindakan-tindakan politik terhadap pengamanan kebijakan pulitik pemerintah. Meskipun demikian tindakan-tindakan PAM digunakan pula bagi institusinya sendiri guna rnemperkuat Kepolisian Negara RI yang pada awal pembentukannya mengalami krisis kepercayaan dari rakyat.Pada masa revolusi organ PAM secara struktur adalah PID (Politieke Inffchtingen Dienst = Dinas Intelijen Politik), dalam kerangk RI PAM mengalami perubahan fungsi guna menyesuaikan situasi revolusi saat itu. Keberadaan PAM dan fungsinya hanya berlangsung pada rnasa revolusi, karena pasca 1950 polisi preventif dan represif berganti nama menjadi Dinas Pengawasan Keselamatan Negara (DPKN) yang mengalami perluasan tugas guna menyesuaikan situasi dernokrasi yang berlangsung saat itu.Since the establishment of the National Police Service ofthe Republic of Indonesia as an organization, the govemment had applied the concept of veiligheid, rust en orde (security, peace, and order) adopted from the Police of the Netherlands East Indies Government. HIR (Herziene lnlichtingen Dienst) was guidance in implementing the duty of the police that was to preserve the government and its institutions from any threats.As a government organization which had continuity with the colonial govemment, at an earlier date of the republic, the National Police Service of the Republic of Indonesia underwent resistance from the people amid the situation demanding the change of the old value which was no longer in line with the revolutionary ideology. The situation colored with turbulence had made the government do organizational consolidation as the national police. It became a reality when the government decision N0.11/SD was issued on July 1, 1946. The decision had oflicially stated that the police was no longer subordinate to the Department of Home Affairs but the Prime Minister. The decision had also become the starting point for the penetration of the police into politics. The change was later represented by the empowerment of the Societal Ideology Supervision (PAM) which was in charge for being preventive and repressive police.In the revolutionary era, the power of the police so much depended on the investigation division of economy, social, and politics, and the mobile brigade, which played crucial duty on the battle frontline. The capacity of PAM had resulted in questions around the research that is why PAM played prominent role in the implementation of the police function amid political intensity in the revolutionary era.Functioning as investigation service whose primary duty was to be investigator and supervisor, had made the police do political acts against the security of the political police ofthe government. However, the PAM acts were used in order to strengthen the National Police of the Republic of Indonesia whose establishment at first underwent trust crisis from the people.In the revolutionary era, PAM organization was structurally PID (Poiiiieke Inlichtingen Dienst = Political lnteligent Senrice). PAM underwent shift in function in order to make some adjustment to the revolution. PAM and its function established only in the revolutionary era because after 1950 the preventive and repressive police had changed its name into the National Security Supervision Agency (DKPN) which later had duty expansion to meet the situation of the democracy at that time. |
