Abstract
A court has a central role in reaching the aim of criminal justice system. The long term aim of criminal justice system is to realize the social welfare. The aim may only be reached by integrating the interest of public community and criminal actors in court decision either condemnation, free from legal prosecution, or discharge from all legal punishment.
