Pendidikan sebagai salah satu bagian penting dalam pembangunan ekonomi telah dicanangkan sebagai tujuan negara Republik Indonesia. Oleh karena itu peningkatan kualitas pendidikan menjadi perhatian pemerintah dari tahun ke tahun. Namun, kebijakan pemerintah yang menetapkan reformasi pendidikan berupa penerapan ujian yang ketat bernama Ujian Nasional (UN) sejak tahun 2005 untuk meningkatkan performa siswa nyatanya telah gagal. Selama tahun 2006-2012 hasil survei PISA menunjukkan kemampuan matematika siswa Indonesia cenderung menurun. Alternatif pilihan pemerintah untuk mereformasi pendidikan Indonesia adalah dengan menerapkan market-type reform. Pendekatan ini mendorong lebih banyak pilihan sekolah negeri dan swasta dan menginsentif sekolah untuk berkompetisi satu sama lain. Dengan menggunakan data cross-section tahun 2015 dari seluruh sekolah menengah atas (SMA) di Provinsi DKI Jakarta, penelitian ini bertujuan untuk mengetahui bukti empiris adanya pengaruh persaingan terhadap output sekolah. Estimasi dilakukan dengan menggunakan estimasi OLS dengan nilai UN menjadi variabel dependen, tingkat persaingan sebagai variabel independen, dan beberapa karakteristik sekolah yang bersangkutan sebagai variabel kontrol. Adapun tingkat persaingan yang digunakan sebagai variabel independen adalah Hirschman-Herfindahl Indeks (HHI), gravity-based school competition index, dan nilai UN sekolah lain dalam satu kecamatan. Dari hasil penelitian ini ditemukan bahwa dengan indikator HHI, sekolah yang berada di wilayah (kecamatan) dengan tingkat persaingan tinggi maupun rendah sama-sama tidak mempengaruhi kualitas output sekolah. Namun, indikator gravity-based school competition index dan rata-rata UN sekolah lain (peer effects) memperlihatkan hasil bahwa sekolah terinsentif dengan persaingan sekolah. Education, as an important part of economic development, has been proclaimed as the goal of the Republic of Indonesia. Therefore, improving the quality of education has become the attention of the government from year to year. However, government policies to reform education by conducting rigorous exam called the National Examination (UN) since 2005 to improve the performance of students, in fact, have failed. During 2006-2012, PISA survey results demonstrate the tendency of mathematical ability of Indonesian student to decrease. An alternative option to reform education in Indonesian is to implement a market-type reform. This approach encourages more choice of public and private schools and gives an incentive for schools to compete with each other. By using cross-section data in 2015 of all senior high schools (SMA) in Jakarta, this study aims to find empirical evidence of the influence of competition on schools' output. The estimation uses OLS with UN scores as the dependent variable, the level of competition as an independent variable, and some characteristics of the schools as control variables. The level of competition used as the independent variable is the Herfindahl-Hirschman Index (HHI), gravity-based school competition index, and the score of another UN school in the district. The HHI indicator shows that neither school in a district with high or low level of competition affects the output quality of the school. Meanwhile, the gravity-based school competition index and other school national examination score (peer effects) results show that schools are encouraged by the competition of schools nearby. |
