Abstrak
Penelitian ini bertujuan menggambarkan penyusunan APBDesa dalam pemanfaatan dana desa di Desa Purwodadi, Desa Krendetan dan Desa Kalitanjung serta sebab keterlambatan pencairan dana desa di ketiga desa. Teori yang digunakan adalah penyusunan anggaran. Pendekatan penelitian ini adalah post-positivist dengan teknik pengumpulan data studi kepustakaan dan wawancara mendalam.
Hasil penelitian menunjukkan bahwa penyusunan APBDesa di ketiga desa dilakukan dengan benar yaitu sesuai dengan perencanaan dan partisipasi serta pemanfaatannya untuk infrastruktur. Alasan keterlambatan pencairan dana desa di ketiga desa tersebut: 1)perubahan APBN; 2)perubahan Peraturan Menteri Keuangan mengenai rumus perhitungan besaran dana desa tiap desa; 3)perubahan APBDesa; 4)kinerja kecamatan; 5)kapasitas SDM aparatur desa.
This study aims to describe the village budget (APBDesa) formulation in order to use the Village Funds in Purwodadi, Krendetan and Kalitanjung Village, and the cause of delayed fund disbursement in those villages. The theory used is budgeting. The approach of this study is post-postivist with study of literature and in depth interview as the data gathering technique. The study result shows that APBDesa planning from the three villages has been properly conducted and in line with the plan, participations and its utilization for infrastructure. The cause of fund disbursement delay from the three villages are: 1. Changes in APBN 2. Changes in Ministry of Finance regarding the formula of fund amount based on each villages. 3. Changes in APBDesa 4. Performance from each districts.
