Abstrak
Sumber pengadaan darah Palang Merah Indonesia (PMI) berasal dari donor. Meskipun pada pengambilan darah tidak dipungut biaya, terdapat suatu harga tertentu yang pasien harus bayarkan untuk tiap kantong darah yang disediakan oleh PMI. Mengikuti ketentuan Undang-Undang Kesehatan Nomor 36 Tahun 2009 yang mengatur bahwa darah tidak boleh diperjualbelikan, darah yang diadakan oleh PMI adalah tanpa biaya. Biaya untuk tiap kantong darah tersebut adalah untuk keperluan proses pengelolaan darah dan bukan untuk darah itu sendiri. Dalam skripsi ini dibahas mengenai komponen biaya proses pengelolaan darah dan tanggung jawab pemerintah terkait proses pengadaan darah oleh PMI.

The blood supply source of Indonesian Red Cross (PMI) is derived from donors. Although the blood is free of charge, there is a price that a patient must pay for each bag of blood. Following the provision of the Health Act Number 36 of 2009 that blood should not be sold, blood provided by PMI is free of charge. The fee for each bag of blood is for the purpose of blood management and not the blood itself. In this thesis the components of blood management and responsibilities of government related to the blood procurement process by PMI are discussed.
