ABSTRAK Penelitian ini membahas tentang implementasi kebijakan pengurangan pokok danpenghapusan sanksi administrasi piutang PBB P2 di UPPD Menteng. Disamping itupenelitian ini juga membahas tentang analisis faktor penghambat dalam implementasikebijakan pengurangan pokok dan penghapusan sanksi administrasi piutang PBB P2di UPPD Menteng. Penelitian ini dilakukan dengan menggunakan pendekatankualitatif melalui wawancara mendalam terhadap pihak-pihak pelaksana kebijakandan juga studi kepustakaan. Hasil dari penelitian ini adalah UPPD Menteng sebagaipelaksana teknis kebijakan telah melaksanakan kebijakan sesuai dengan peraturanyang telah ditetapkan. Namun masih ditemukan beberapa hambatan dalampelaksanaan kebijakan yaitu sosialisasi yang belum maksimal serta kurangnya SDMdan sarana/prasarana pendukung ABSTRACT This study discusses the implementation of principal reduction policy and theelimination of administrative sanction of land and building tax receivables in UPPDMenteng. Besides, this study also discusses the analysis of the inhibiting factors inthe implementation of principal reduction policy and the elimination of administrativesanctions land and building tax receivables in UPPD Menteng . This research wasconducted using qualitative approach through in-depth interviews of the policyimplementor and also the study of literature. The results of this study are UPPDMenteng as the technical implementor of policies have been carrying out a policy inaccordance with the prescribed rules. But still found some obstacles in theimplementation of policies that socialization of the policy is not maximized and thelack of human resources and facilities or infrastructure support. |
