Abstrak
ABSTRAK
Proyek EPC (Engineering, Procurument and Construction) adalah salah satu bentuk model kontrak konstruksi yang sudah cukup umum dikenal di dunia kontruksi dan sering juga disebut sebagai bentuk kontrak ?turnkey?. Kontrak konstruksi dengan tipe ini akhir-akhir ini banyak dipakai karena kontrak jenis ini dapat mengalihkan risiko ke penyedia jasa karena yang membangun dan merancang adalah penyedia jasa (kontraktor). Pada situasi kondisi kontrak sebagaimana diatas dengan adanya fase pelaksanaan proyek yang telah dimulai pada saat design masih sedang berjalan sering terjadi adanya perubahan-perubahan substansi dalam fase pelaksanaan proyek ataupun perbedaan interpretasi/pandangan/sudut pandang yang sebelumnya telah disetujui oleh para pihak dapat menyebabkan perselisihan yang berakibat pada munculnya klaim. Oleh karena itu, diperlukanlah sistem manajemen claim berbasis risiko melalui proses identifikasi faktor-faktor risiko yang berpotensi menjadi claim di dunia konstruksi khususnya proyek EPC yang dilanjutkan dengan proses kuantifikasi efek potensial dari faktor risiko dominan sehingga dapat mengurangi potensi schedule dan cost over-run.
ABSTRACT
EPC is the abbreviation for Engineering Procurement Construction. EPC is one of the global construction contracting models, and it is also known as the ?turnkey? project service. Recently, this type of contract have been widely used since it is a type of contract typical of construction sector, comprising the provision of engineering services, procurement of materials and construction. The project is largely Contractor managed and the cost risk and control areweighted towards the Contractor and away from the Owner. Given the condition of the construction have been started while the design is still being done, there is potential substantial changes in construction phase or different interpretation/perspective/point of view which lead to claim issues. Therefore, it is required to develop claim management system using risk approaches through the process of identification of construction risk which could lead into claim particularly in EPC project which will be continued by quantification process to measure the likelihood from the dominant risk factor thus reducing the potential cost and schedule overrun.
