ABSTRAK
Proses komunikasi, kolaborasi dan koordinasi yang baik berdampak besarterhadap efektivitas organisasi dan merupakan elemen penting dalam pencapaianpelayanan kesehatan yang bermutu. Tujuan penelitian ini untuk menelaah polakomunikasi, kolaborasi dan koordinasi di Puskesmas Ibrahim Adjie KotaBandung yang menerapkan standar mutu ISO 9001:2008 dan sebagai puskesmasberprestasi tahun 2016 di Jawa Barat. Metode penelitian menggunakanpendekatan kualitatif bersifat konfirmatori. Keabsahan data dijaga dengan tekniktriangulasi sumber dan metode melalui wawancara mendalam pada empat orangnarasumber, diskusi group terarah oleh enam orang staf, observasi dan telaahdokumen. Hasil penelitian menunjukan terdapat pola komunikasi semua level dansaluran. Pola kolaborasi spektrum luas bersifat spesialisasi, diformalisir. Polakoordinasi bersifat penguatan dan perluasan. Tantangan yaitu pemilihan prioritaspenyampaian informasi, adanya peran ganda, kesalahpahaman, kesulitanmenselaraskan waktu kegiatan dengan instansi lain, pengulangan proseskoordinasi ketika ada pergantian pejabat seperti camat atau lurah, adanyaketerlambatan persetujuan laporan program kegiatan dari pihak kecamatan dankelurahan. Saran yaitu agar terus menjaga pola yang telah ada danmeningkatkannya, perlu adanya advokasi untuk penguatan sumber daya manusia,perlu ada nota kesepahaman dengan instansi lain, perlu mentransfer pola prosesyang telah kepada personil puskesmas secara berkesinambungan. Instansi luaryang sejenis perlu meniru dan menerapkan pola proses yang ada dari PuskesmasIbrahim Adjie
ABSTRACT
The process of communication, collaboration and coordination have a majorimpact on the effectiveness of the organization and an important element in theachievement of quality health services. The purpose of this study to analyzepatterns of communication, collaboration and coordination in Puskesmas IbrahimAdjie - Bandung, which has implemented a quality standard ISO 9001: 2008 andas the best health center in 2016 in West Java. The research method uses aqualitative approach is confirmatory. To maintain the validity of the data wasperformed using triangulation sources and methods of data collection is done byin-depth interviews to four people who are important in the process, focus groupdiscussions by six staff, observation and study of the document. The resultsshowed there is a pattern of all levels and channels of communication. Thepattern of broad-spectrum collaboration is secondary. Coordination patterns arestrengthening and expansion. Barriers that often happens, the choice of prioritydelivery of information, the dual role, misunderstanding, trouble harmonize timeactivities with other agencies, the repetition of the process of coordination whenthere is change of officials such as district or village heads, the delay in theapproval of program activity reports from the district and village. Suggestions areto continue to maintain the existing pattern and increase, the need for advocacyfor the strengthening of human resources, the need for a MoU, it is necessary totransfer the pattern of the process that has been ongoing basis to the health centerpersonnel.
