ABSTRAK Kebutuhan akan air bersih di Kecamatan Pondokgede Kota Bekasi saat ini masihbersumber dari penggunaan air tanah. Karakteristik wilayah yang padat denganpertumbuhan penduduk yang tinggi mengakibatkan penggunaan air tanah secara terusmenerus akan merusak kelestarian dan masalah lingkungan lainnya. Sistem PenyediaanAir Minum (SPAM) merupakan salah satu upaya alternatif kebijakan pemerintah dalamhal pemenuhan akan kebutuhan air bersih bagi masyarakat. Melalui sistem inidiharapkan dapat menciptakan lingkungan yang kondusif (enabling environment)sehingga kelestarian sumber air dapat terjaga. Tujuan khusus dari penelitian ini adalahuntuk mengestimasi besaran nilai willingness to pay (WTP) masyarakat danmengidentifikasi faktor-faktor yang mempengaruhinya dalam penggunaan pelayananSPAM oleh masyarakat Pondokgede. Hasil penelitian menunjukan bahwa diketahuisecara keseluruhan besaran nilai estimasi WTP yang didapat dari masyarakatPondokgede adalah sebesar Rp.4.006 per m³. Nilai tersebut masih berada pada tarif nilaiPDAM yang ada di Kota Bekasi saat ini. Untuk mengetahui faktor-faktor yangmempengaruhi besarnya nilai WTP dilakukan pengujian terhadap keterkaitan variabelvariabelbebas. Dari hasil pengujian dengan analisis linier berganda meunjukan bahwafaktor-faktor yang mempengaruhi signifikasi besarnya kesediaan membayar masyarakatperkotaan terhadap pelayanan SPAM Pondokgede adalah: golongan masyarakatberpendidikan SMP/sederajat, golongan masyarakat berpendidikan Sarjana,Kepemilikan rumah, golongan masyarakat berpengeluaran rutin Rp.5.000.001 s.dRp.6.000.000 per bulan, golongan masyarakat berpengeluaran rutin Rp.6.000.001 s.dRp.8.000.000 per bulan serta kepemilikan mobil ABSTRACT The clean water supply in Pondok Gede District Bekasi City still depends on the use ofunderground water . The charasteristic of dense area with high population growthcauses the use of underground water continously. This will damage environmentalsustainability and lead to the other environmental problem. Water Supply System(SPAM) shall be provided by the government as an effort to fullfill public needs forwater. This system is expected to create enabling environment so that water resourcessustainability can be still manageable. The spesific purpose af this research is toestimate the value of WTP of public for clean water and to identify the factors affectingSPAM services. The results shows that overall amount of estimation value of WTP ofPondok Gede people is about Rp. 4006 per m3. That value is still at the existing rates ofWater Supply Company (PDAM) in Bekasi. To determine factors that affects the rate ofWTP value, a test to see the connecting among variabels in conducted. The result byusing multile linear model analysis shows that factors affecting the WTP of urbancomunity for services of pondokgede SPAM are the category of junior high schoolgraduate, the category of collage graduate, home ownership, categories of householdthat has routine expense Rp. 5.000.001 to Rp. 6.000.000 a month, categories ofhoushold that has routine expense Rp. 6.000.001 to Rp.8.000.000 a month, and carownership. |
