Abstract
Space Management of Manokwary City has an implication of people rights protection over land. The preventive legal manifested in socialization of city space site plan; community' participation in city space management; and democratic consultation in providinf land. The result of the study indicates that community managing rights over land is not democratic yet. This indicates the community'rights are not protected yet in carrying out of space management in Manokwary City, the capital of Irian Jaya Barat Province.
