Abstract
Penelitian ini membahas mengenai status guru honorer berdasarkan peraturan perundang-undangan yang ada tentang kepegawaian. Selain itu, skripsi ini juga membahas mengenai konsep Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) dalam Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (UU ASN) yang diharapkan dapat menyelesaikan permasalahan guru honorer. Penelitian ini menggunakan metode yuridis-normatif dan metode kualitatif untuk pengolahan data. Simpulan dari penelitian ini yaitu status guru honorer dalam peraturan perundang-undangan adalah tidak jelas, namun adanya Pergub DKI Jakarta No. 235 Tahun 2015 dapat meredakan tuntutan terhadap permasalahan guru honorer di Jakarta. Hasil penelitian menyarankan bahwa pemerintah diharapkan dapat mengeluarkan peraturan yang mengatur mengenai guru honorer; merevisi UU ASN untuk memperjelas peran dan posisi dari PPPK dalam bagiannya menjadi Aparatur Sipil Negara; serta bagi pemerintah pusat dan pemerintah daerah diharapkan dapat mencontoh Pergub DKI Jakrta No. 235 Tahun 2015 dalam hal penyelesaian permasalahan guru honorer.

This study discusses about honorary teacher's status by the laws concerning government employee. This study also discusses about Government Employee with Work Agreement in Law No. 5 of 2014 concerning the Civil State Apparatus which is expected to solve honorary teacher's problem. This study uses the juridical-normative methods and qualitative methods for data processing. The conclusion of this study is that honorary teacher's status in unclear by the law but Jakarta Governor Regulation No. 235 Year 2015 could solve honorary teacher's problem in Jakarta. The results of the study suggest that the government is expected to regulate about honorary teacher; revise the Civil State Apparatus Law to clarify the role and position of Government Employee with Work Agreement as Civil State Apparatus; also for the central government and local governments are expected to follow the example of Jakarta Governor Regulation No. 235 Year 2015 in solving honorary teacher's problem.
