ABSTRAK
Disaat sebagian besar negara di dunia telah memulai proses migrasi penyiaran televisi analog ke digital, langkah migrasi menuju penyiaran digital di Indonesia harus tertunda karena adanya resistensi dari industri penyiaran terkait regulasi yang mendasari implementasi tersebut. Revisi Undang-undang Penyiaran yang saat ini masih menjadi pembahasan di Dewan Perwakilan Rakyat DPR menjadikan pemerintah belum merumuskan kembali regulasi untuk menggantikan regulasi sebelumnya.Migrasi dari penyiaran televisi analog ke digital memberikan benefit berupa efisiensi penggunaan spektrum, kualitas penerimaan siaran yang lebih baik, serta memberikan peluang bagi industri penyiaran baru. Hal ini juga erat kaitannya dengan rencana strategis pemerintah terkait pembangunan mobile broadband. Pemanfaatan frekuensi digital dividend untuk mobile broadband baru dapat terwujud setelah proses migrasi televisi analog ke digital selesai dilakukan. Saat ini digitalisasi penyiaran televisi menjadi salah satu rencana strategis pemerintah dalam kurun waktu 2015-2019. Sisa waktu yang semakin singkat untuk bermigrasi ke digital sesuai target yang ditetapkan pemerintah membutuhkan strategi tersendiri agar tidak menimbulkan resistansi dari industri televisi eksisting. Oleh karenanya, dibutuhkan suatu skema penyelenggaraan yang tepat agar resistansi industri tersebut tidak terjadi.Melalui indepth interview dan gap analysis diketahui bahwa peraturan yang mendasari penyelenggaraan televisi digital di Indonesia pada implementasinya masih memiliki beberapa kelemahan antara lain terkait alokasi frekuensi, mekanisme dan persyaratan seleksi penyelenggara infrastruktur, perubahan model bisnis, target analog switch off serta unsur-unsur penyiaran digital yang belum dimasukkan dalam Undang-undang Penyiaran.Tesis ini telah merumuskan skema baru penyelenggaraan televisi digital sebagai langkah perbaikan, meliputi perencanaan spektrum dengan kombinasi konsep Single Frequency Network SFN dan Multi Frekuensi Network MFN , penentuan parameter seleksi, roadmap penyiaran digital dengan target analog switch off baru, perhitungan tarif sewa infrastruktur, skema insentif, service level agreement serta unsur-unsur penyiaran digital yang harus dimasukkan dalam revisi Undang-undang Penyiaran.
ABSTRACT
While most countries in the world have started the migration process from analog to digital television, the migration process in Indonesia unfortunately on hold due to resistance of the broadcasting industry related to the regulation underlying its implementation. Revision of the Broadcasting Act, which is currently still under discussion in the Parliament, has caused the government unable to define new regulation to replace the previous one.Migration of analog television to digital television provides benefits such as efficient use of spectrum, better quality of broadcast reception, and gives opportunities for new broadcasting industry. It is also closely related to the government 39 s strategic plan for development of mobile broadband. The utilization of digital dividend spectrum for mobile broadband can be realized after the migration process of analog television to digital television is complete. Nowadays digitization of television broadcasting becomes one of the government 39 s strategic plan in the period 2015 2019. The short remaining time of migration process according to the targets set by the government requires good strategy to avoid resistance from the existing broadcasting industry. Therefore, a proper implementation scheme is needed so that the resistance from industry can be avoided.Through indepth interview and gap analysis, it is known that the regulation underlying the implementation of digital television in Indonesia on its implementation still has some weaknesses related to the frequency allocation, mechanism and requirement for infrastructure operator selection, the shift of business model, analog switch off target and elements of digital broadcasting that have not been included in the Broadcasting Act.This thesis has proposed new implementation scheme as corrective action, including spectrum planning with combinations of Single Frequency Network SFN and Multi Frequency Network MFN concept, selection parameters for infrastructure operator, digital television roadmap with new target of analog switch off, tariff calculation, incentive schemes, service level agreement and elements of digital broadcasting that should be included in the revision of the Broadcasting Act. |
