Abstract
Proyek JLNT-RB yang masih tergolong baru penerapannya, memiliki banyak risiko. Sementara itu, Dinas Bina Marga belum memiliki SMM yang baku untuk mengantisipasinya. Maka, penelitian ini bertujuan untuk mengembangkan SMM Perencanaan dan Pembangunan JLNT-RB berbasis risiko. Penelitian menggunakan data primer dan sekunder berupa arsip dan kuesioner. Metode penelitian menggunakan Analisa Risiko Kualitatif untuk menentukan risiko tertinggi, kemudian berdasarkan respon risiko dilakukan Analisis Tindakan Pengembangan SMM. Hasil penelitian didapatkan bentuk organisasi dan jobdesk Dinas Marga, yang memiliki 11 Proses, 47 Aktivitas, dengan 11 Sasaran Mutu Proses Perencanaan dan Pembangunan JLNT-RB. Terdapat 16 risiko tertinggi, sehingga dilakukan 61 tindakan Pengembangan SMM berbasis risiko.
The JLNT DB project, which is still relatively new, has many risks. Meanwhile, Dinas Bina Marga does not have a standardized QMS to anticipate risks. Therefore, this research purpose to develop risk based QMS of JLNT DB in Planning and Construction Process. The research used primary and secondary data from the archives and questionnaires. Methods of using Qualitative Risk Analysis to determine the highest risks, and then QMS developed based on risk respon. The result of the research shows the organization and jobdesk of Dinas Marga, which has 11 Processes, 47 Activities, with 11 Quality Objectives for Planning and Construction Process. There are 16 highest risks, therefore 61 actions Risk based QMS Development.
