ABSTRAK
Studi ldquo;Penentuan Metode Pengawasan Mutu bahan Bakar Minyak BBM di Indonesia rdquo; dilakukan untuk mengetahui metode pengawasan yang tepat untuk diterapkan di Indonesia. Selama ini dalam hal penentuan parameter uji, jumlah dan lokasi pengawasan masih secara acak. Dengan adanya penentuan model pengawasan BBM, prioritas parameter uji dan analisis biaya uji diharapkan kedepannya pengawasan mutu BBM dapat lebih efektif. Penelitian ini dibatasi dari hasil pengawasan mutu BBM yang dilakukan pada tahun 2013-2015 untuk jenis Bensin 88, Bensin 92, Bensin 95, Solar 48, dan Solar 51. Hasil penelitian didapat bahwa usulan model pengawasan yang sesuai di Indonesia adalah model pengawasan mutu BBM yaitu pelaksanaannya dilakukan tanpa melalui pihak ketiga dan langsung mengadakan kerjasama/MoU dengan lembaga uji Lemigas , adanya penentuan parameter dan jumlah sampel serta lokasi pengambilan berdasarkan evaluasi dari hasil pengawasan mutu BBM tahun sebelumnya dengan titik pengambilan sampel meliputi rantai distribusi BBM yaitu kilang, depot dan SPBU. Usulan prioritas parameter uji : Bensin 88 adalah : 1 Angka Oktan, 2 Distilasi T-50, 3 RVP ; Bensin 91 adalah : 1 RVP, 2 Distilasi T-90, 3 Angka Oktan; Bensin 95 adalah : 1 RVP, 2 Titik Didih Akhir, 3 Angka Oktan; Solar 48 adalah : 1 FAME, 2 Titik Nyala, 3 Angka Cetane; Solar 51 adalah : 1 Kandungan Sulfur, 2 Distilasi T-90, 3 Angka Cetane. Dengan pengambilan sampel di 46 kota/kabupaten terpilih dimana jumlah sampel sebanyak 1242 sampel didapatkan besaran biaya pengawasan BBM sebesar Rp. 2.940.718.000,- dengan penghematan sebesar 42 .
ABSTRACT
Study Determination of Fuel Quality Control Method in Indonesia is conducted to find out the proper monitoring method to be applied in Indonesia. Nowdays in terms of determining test parameters, the number and location of supervision are still random. With the determination of the model of fuel control, the priority of test parameters and cost analysis of the test is expected in the future of fuel quality control can be more effective. This study is limited from the results of fuel quality control held in 2013 2015 for the type of Gasoline 88, Gasoline 92, Gasoline 95, Diesel Oil 48, and Diesel Oil 51. The result of the study shows that the proposed supervisory model in Indonesia is the model of fuel quality control, the implementation is done without the third party and directly in cooperation with the Laboratory institute Lemigas , the determination of parameters and the number of samples as well as the location of the retrieval based on the evaluation of the results of supervision fuel quality control of the previous year with the sampling point covering the fuel distribution chain ie refinery, storage and gas station.
