Abstract
Hilirisasi Industri merupakan langkah maju agar hasil penelitian dan pengembangan dapat termanfaatkan oleh industri dan masyarakat. Untuk mencapai hal tersebut maka dibutuhkan koordinasi dan kolaborasi seluruh stakeholder yang terlibat yaitu akademisi, bisnis dan pemerintah. Tesis ini berkontribusi dalam memahami bagaimana collaborative governance dapat mendorong hilirisasi hasil penelitian dan pengembangan di Kemenristekdikti dan untuk memahami bagaimana pola kolaborasi antar stakeholder dalam upaya mendorong hilirisasi hasil penelitian dan pengembangan dengan berdasarkan konsep collaborative govarnance. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan post positivism, serta pengumpulan data menggunakan wawancara mendalam.
Hasil analisis menunjukkan bahwa dengan kolaborasi antara stakeholder dapat mendorong hilirisasi hasil penelitian dan pengembangan di Kemenristekdikti. Pola kerjasama dalam melakukan penelitian dan pengembangan, peneliti/perekayasa harus memperhatikan kebutuhan masyarakat dan pasar bukan hanya kebutuhan bidang keilmuannya saja, karena dengan mempertimbangkan kebutuhan masyarakat maka produk inovasi yang dihasilkan akan disambut dengan baik oleh industri.
Commercialization is a step forward for the product of research and development can be utilized by industry and society. To achieve this, coordination and collaboration were needed of all stakeholders involved which are academia, business and government. This thesis contributes to understanding how collaborative governance can encorage the commercialization of research and development outcomes at Kemenristekdikti and to understand how the pattern of collaboration among stakeholders in an effort to encourage comercialization of research and development products based on the concept of collaborative governance. This study used a qualitative research method, approach with post positivism, data collection using in depth interview. The results of the analysis show that collaboration between stakeholders can encourage commercialization of research and development products in Kemenristekdikti. The pattern of cooperation in conducting research and development, researchers engineers not only looking toward the needs of the field of science alone but also the needs of society and the market, because taking into account the needs of the community then the product innovation produced will be approved by the industry.
