ABSTRAK
Tanggal 1 Januari 2014 pemerintah mulai melaksanakan program JKN gunamewujudkan kesejahteraan sosial bagi seluruh masyarakat. Pelayanan kebidanandan neonatal pada program JKN melibatkan Puskesmas/dokter keluarga dan BPMsebagai jejaringnya. Keikutsertaan BPM pada program JKN di Kabupaten Bungomasih kurang, hanya 12 (54,5%) BPM yang telah bekerja sama dengan dokterkeluarga dari 22 BPM yang ada. Penelitian ini bertujuan untuk mendapatkangambaran keikutsertaan BPM pada program JKN di Kabupaten Bungo ProvinsiJambi. Pendekatan penelitian secara kualitatif dengan desain RAP, pengambilansampel secara purposive sampling, teknik pengumpulan data dengan carawawancara mendalam terhadap 10 BPM, Kepala Dinas Kesehatan, PengelolaMPKP BPJS Kesehatan, dan Ketua IBI Kabupaten Bungo. Penelitian dilakukanpada bulan Januari sampai dengan Juli 2017. Hasil penelitian adalah pengetahuantentang program JKN sudah baik. Berpersepsi dan bersikap baik terhadapprosedur kerja sama, namun berpersepsi dan bersikap kurang baik terhadapprosedur klaim dan tarif yang telah ditentukan. Motivasi BPM ikut program JKNadalah pasien sudah banyak yang menjadi peserta BPJS. Dukungan dariPemerintah, BPJS, dan IBI masih rendah, baik dalam bentuk sosialisasi, ataupunkebijakan yang mendukung keikutsertaan BPM pada program JKN. Perlu adanyaperbaikan dalam prosedur klaim, besaran tarif, dan meningkatkan sosialisasi dariPemerintah, BPJS, dan IBI terkait program JKN terutama pada pelayanankebidanan dan Neonatal.
ABSTRACT
On January 1, 2014, the government began to implement the JKN program torealize social welfare for the whole community. Midwifery and neonatal care inthe JKN program involves Puskesmas/family doctors and BPM as its network.BPM participation in the JKN program in Bungo District is still lacking, only 12(54.5%) BPM have cooperated with family doctors from 22 BPM existing. Thisstudy aims to get an overview of BPM participation in the JKN program in BungoDistrict, Jambi Province. Qualitative research approach with RAP design,purposive sampling, data collecting technique by in-depth interview to 10 BPM,Head of Health Office, MPKP BPJS Health Manager, and Chairman of BungoRegency IBI. The study was conducted from January to July 2017. The result ofthis research is the knowledge of JKN program is good. Perceptions and goodattitude towards cooperative procedures, but perceived and unfavorable to theclaim and tariff procedures that have been determined. The motivation of BPM tojoin the JKN program is because many patients have become BPJS participants.Support from the Government, BPJS, and IBI is still low, either in the form ofsocialization, or policies that support BPM's participation in the JKN program.ItNeeds improvement in claims procedures, tariffs, and increase the disseminationof government, BPJS and IBI related program to JKN especially on obstetric andneonatal care. |
