ABSTRAK Berdasarkan teori ekonomi, salah satu cara memberantas korupsi adalah dengan meningkatkan upah pegawai negeri sipil PNS melalui salary top-ups. Namun, terdapat perbedaan pendapat di antara para ahli mengenai kebijakan ini. Beberapa ahli berpendapat bahwa meningkatkan upah PNS bukanlah cara yang efektif untuk mengurangi tingkat korupsi, justru hal tersebut hanya akan memperkuat kekuatan para koruptor. Sebaliknya, para ahli yang lain berpendapat bahwa kebijakan tersebut akan mengurangi tingkat korupsi karena dengan meningkatnya upah para PNS mereka akan bekerja dengan penuh tanggung jawab. Melalui kajian literatur yang mendalam, makalah ini berpendapat bahwa kenaikan gaji PNS hanya akan menjadi solusi yang signifikan di negara-negara berkembang. Agar peningkatan upah PNS lebih efektif dalam menurunkan tingkat korupsi kapasitas peraturan pemerintah, pendidikan moral, dan prinsip etika yang mendasari masyarakat juga perlu ditingkatkan dan diperkuat. Di sisi lain, meningkatkan kapasitas peraturan pemerintah dan reformasi moral di masyarakat tanpa perlu meningkatkan upah PNS dapat menjadi solusi terhadap masalah korupsi di negara maju. ABSTRACT Economic theory suggests that by increasing the wages of public officials through salary top ups would lower the corruption levels. However, this policy causes controversy among experts. Some argue that increasing government officials wages is not an effective way of alleviating corruption as it would only strengthen the power of corruptors to make corruption even more. On the contrary, others argue that the policy will reduce corruption rate, as it motivates them to work with full responsibility and thus corruption rate decreases. Through in depth literature review, this paper found that increasing government officials wages would only be a significant solution to corruption problems in developing countries. For higher wages to be effective, improving the regulatory capacity of government and encouraging moral education and strengthening ethical principles underpinning the society should also be implemented at the same time. On the other hand, enhancing the regulatory capacity of government and encouraging moral reform in the society, without increasing wages of civil servants, would solve corruption problems in developed countries. |
