ABSTRAK<>br>Salah satu program Jakarta Smart City yang diluncurkan oleh Pemerintah Provinsi DKI Jakarta adalah sistem e-participation yang bernama Qlue, yaitu sebuah layanan pengaduan masyarakat secara elektronik. Namun sampai saat ini jumlah pengguna Qlue masih rendah, yaitu berkisar 8 dari jumlah penduduk DKI Jakarta. Untuk mengatasi permasalahan ini, salah satu dimensi yang bisa dianalisis adalah dimensi politik yaitu dengan menggunakan teori partisipasi politik. Penelitian ini bertujuan untuk menganalisis apakah faktor-faktor kesukarelaan warga civic voluntarism dan incentives untuk berpartisipasi dalam politik mempengaruhi penerimaan warga terhadap e-participation. Model penelitian dibangun menggunakan teori Civic Voluntarism Model CVM dan General Incentives Model GIM , digabungkan dengan Theory of Reasoned Action TRA . Data diolah menggunakan metode PLS-SEM. Hasil penelitian adalah unsur resources dan political engagement dari CVM, incentives dari GIM, dan subjective norms dari TRA atau social networks dari CVM berpengaruh terhadap niat menggunakan e-participation. Penelitian juga menemukan bahwa resources secara signifikan dibentuk oleh faktor money dan skill/knowledge, political engagement secara signifikan dibentuk oleh political interest, political efficacy, dan political awareness, sementara incentives dibentuk secara signifikan oleh collective incentives dan selective process incentives. ABSTRACT<>br>Qlue is an e participation system, in the form of an electronic public complaints service, owned by the Provincial Government of DKI Jakarta. The low number of Qlue users, makes it necessary to conduct research to find out what factors influence the citizen in using Qlue as a form of e participation in DKI Jakarta. This study aims to analyze the factors of citizen acceptance of e participation from the political dimension by using the theory of political participation, namely Civic Voluntarism Model CVM and General Incentives Model GIM , combined with Theory of Reasoned Action TRA . The data is processed using PLS SEM method. The analysis result of 173 respondents demonstrate that resources, political engagement, social network, and incentives have an effect on the intention of using e participation. The study also found that resources are significantly influenced by money and skill knowledge, political engagement significantly influenced by political interest, political efficacy and political awareness, while incentives are significantly influenced by collective incentives and selective process incentives. |
