Keberadaan PKL di Jakarta, khususnya Jakarta Selatan dianggap banyak memberikan dampak negatif bagi lingkungan. Penertiban yang selalu dilakukan untuk mengatasi keberadaan PKL di Jakarta Selatan, khususnya di Melawai dinilai masih kurang efektif karena pedagang akan kembali lagi. Melihat kondisi tersebut, maka Pemerintah Provinsi DKI Jakarta mulai mengubah pendekatan dalam mengatasi keberadaan PKL, yaitu dari yang tadinya hanya menertibkan PKL, sekarang telah berubah menjadi menata PKL. Penataan PKL eks-JS 32 Melawai dilakukan pada tahun 2015.Penelitian ini bertujuan untuk menjelaskan faktor-faktor yang mempengaruhi implementasi kebijakan penataan Pedagang Kaki Lima PKL di Jakarta Selatan studi pada Pusat Jajanan Serba Ada [PUJASERA] Melawai. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif melalui wawancara mendalam, observasi, dan studi kepustakaan.Dalam melakukan analisis mengenai faktor-faktor yang mempengaruhi implementasi kebijakan, peneliti menggunakan teori Implementasi Kebijakan dari Edwards III dan teori hibrid. Hasil penelitian menunjukkan bahwa masih terdapat beberapa variabel yang belum terpenuhi yaitu staf dan fasilitas.Implementasi kebijakan penataan PKL di PUJASERA Melawai berjalan dengan baik meskipun masih ada variabel yang belum terpenuhi. The existence of street vendors in Jakarta, especially in South Jakarta, is considered to have a negative impact on the society. Measures conducted to overcome the existence of street vendors in South Jakarta, especially in Melawai, is considered to be ineffective as the street vendors tend to disobey orders and revert to selling their products. Overseeing the condition, the Government of DKI Jakarta changed their approach, from regulating the street vendors to actually organizing the street vendors by providing space and facilities. The organization of street vendors from JS 32 Melawai started in 2015.The aim of this research is to elaborate the factors that affect the implementation of related policies to regulate and organize street vendors in South Jakarta, specifically in a PUJASERA in Melawai. This research was conducted using a post positivist approach with qualitative data collection through in depth interviews, direct observations, and literature reviews.The analysis of this research, related to the factors that affect the implementation of policies, was conducted through Policy Implementation of Edwards III and hybrid theories. The result of this research showed that there are several variables yet to be satisfied, such as staf and facility. It can be seen that policy implementation of street vendors in the PUJASERA located in Melawaiwent well, even though there are several variables that are yet to be fulfilled. |
