ABSTRAK Skripsi ini membahas mengenai kasus peredaran obat keras PCC yang beredar di Kota Kendari pada bulan September 2017, adapun tujuan dari Penelitian ini adalah memahami bagaimana peredaran obat keras ditinjau dari hukum kesehatan dan etika profesi apoteker, memahami pengaturan dan peranan BPOM dalam pengawasan peredaran obat keras di Indonesia, dan menganalisis kasus peredaran obat keras Paracetamol Caffeine Carisoprodol PCC di Kendari. Bentuk penelitian yang akan Penulis gunakan dalam penelitian ini adalah penelitian hukum normatif, menggunakan studi literatur, serta pendapat dari narasumber. Kemudian tipe penelitian yang Penulis gunakan dalam penelitian ini adalah deskriptif dan perskriptif. Kesimpulan dari penelitian iniadalah dalam menangani kasus peredaran obat keras PCC di Kendari ini diperlukan kerjasama antara instansi pemerintah untuk menangani hal tersebut sesuai dengan tugas dan fungsi masing-masing instansi pemerintah. Untuk mencegah kasus serupa terulang kembali, diperlukan juga aturan hukum yang secara tegas mengatur mengenai kewenangan instansi pemerintah dalam mengatasi penyalahgunaan obat keras di Indonesia. ABSTRACT This thesis discusses the case of distribution of PCC drugs in Kendari, September 2017. The purpose of this research is to understand how the distribution of drugs in terms of health law and pharmacist ethics, understand regulatory and supervisory role of BPOM in the drugs circulation in Indonesia and analyze cases of the circulation of Paracetamol Caffeine carisoprodol PCC drug case in Kendari. Forms of research in this study is a normative legal research, using the literature, as well as the opinion of the expert. Then the type of research which the author used in this research is descriptive and prescriptive. The conclusion in the case is cooperation between government agencies to deal with such matters is necessary. To prevent the recurrence of similar cases, it also required the rule of law which expressly governs the authority of government agencies in addressing the abuse of drugs in Indonesia. |
