ABSTRAK Penelitian yang berjudul Kesempatan Politik, Struktur Mobilisasi, dan ProsesPembingkaian dalam Gerakan Sosial: (Studi Kasus Gerakan Pro-PenetapanKeistimewaan Yogyakarta tahun 2010-2012), dilatarbelakangi oleh munculnyaaktivitas gerakan yang terus menerus dilakukan oleh elemen-elemen masyarakatYogyakarta. Gerakan masyarakat yang dikenal dengan Gerakan Pro-PenetapanKeistimewaan Yogyakarta tersebut, lahir sebagai bentuk aksi protes atas adanyaupaya reduksi keistimewaan oleh pemerintah pusat yang terjadi sejak masa OrdeBaru. Kemudian berkembang pasca reformasi, dan menuntut agar SultanHamengku Buwono dan Paku Alam yang bertakhta ditetapkan sebagai Gubernurdan Wakil Gubernur Provinsi Daerah Istimewa Yogyakarta tanpa melaluimekanisme pemilihan umum. Gerakan tersebut terpusat pada tuntutan akanlahirnya aturan yuridis yang mengatur penetapan Sultan Hamengku Buwono danPaku Alam yang bertakhta sebagai Gubernur dan Wakil Gubernur ProvinsiDaerah Istimewa Yogyakarta.Penelitian ini menggunakan pendekatan teori gerakan sosial baru dengan unitanalisis teori kesempatan politik, struktur mobilisasi, dan proses pembingkaian didalam menjelaskan munculnya gerakan sosial. Penelitian ini berusahamenjelaskan bagaimana aktor-aktor gerakan memanfaatkan momentum politik,mengembangkan strategi dan berinteraksi dengan lingkungannya dalammembentuk pemahaman bersama sehingga mampu memobilisasi masyarakat danmelakukan gerakan sosial. Metode penelitian yang digunakan adalah metodekualitatif dengan pendekatan studi kasus. Hasil temuan penelitian menunjukkanbahwa gerakan sosial pada kasus gerakan Pro-Penetapan KeistimewaanYogyakarta sangat dipengaruhi oleh tiga faktor. Pertama, kesempatan politik yangmampu menciptakan peluang bagi aktor-aktor gerakan untuk memanfaatkanmomentum aksi. Kedua, struktur mobilisasi yang merepresentasikan struktursosial masyarakat. Serta proses pembingkaian yang strategis. Ketiga faktortersebut sangat mendukung terciptanya gerakan sosial. Implikasi teori padapenelitian ini menggambarkan secara parsial adanya anomali pada teori-teorigerakan sosial baru. ABSTRACT This research discusses the social movement to demand the appointment of theSultan of Yogyakarta as the governor through the enactment of the law on SpecialAutonomy of Yogyakarta Province, without a free and fair election like in anyother regions in Indonesia. The movement has its roots in history since the NewOrder, where there were protests and demonstrations among the public over theuniformization of local government system, including in the mode of election.After reformasi 1998, there were demands for Sultan Hamengku Buwono andPaku Alam to be enthroned as Governor and Vice Governor of YogyakartaProvince without election. The movement focused on the demands for theintroduction of juridical rules governing the appointment of Sultan HamengkuBuwono and Paku Alam as Governor and Vice Governor of Yogyakarta.This research uses the new social movement theory, explaining the three factors ofthe movement, i.e. political opportunity, mobilization structure, and framingprocess. It explains how political opportunities and mobilization structures areformed, and how social movement actors develop strategies and interact with theirenvironment in building a common understanding in order to prepare society andengage in social movements. The research method used is a qualitative methodwith case study approach. The findings of the research indicate that the socialmovement in the case of Pro-Penetapan Keistimewaan Yogyakarta movement ishighly influenced by three factors. First, a political opportunity that createsopportunities for movement actors to take advantage of the momentum of theaction. Second, the mobilization structure that represents the social structure ofsociety. Third, the strategic framing process. These three factors strongly supportthe creation of social movements. The theoretical implications of this studyillustrate partially anomalies in new social movement theories. |
