ABSTRAK Infrastruktur dapat mempengaruhi kegiatan ekonomi dalam berbagai cara baiksecara langsung maupun tidak langsung. Penelitian ini bertujuan untukmenganalisis kondisi infrastruktur serta pengaruhnya terhadap ketimpanganpendapatan dan kemiskinan dengan menggunakan tiga indikator pengukuran,yaitu gini ratio, persentase 20% penduduk berpendapatan tinggi, dan tingkatkemiskinan. Penelitian ini menggunakan analisis regresi data panel dengan ruanglingkup penelitian di 33 provinsi dengan periode tahun 2006-2015. Variabelvariabelyang digunakan dalam penelitian ini terdiri dari indikator perekonomianyaitu PDRB per Kapita, infrastruktur ekonomi yang meliputi variabel jalan danlistrik serta infrastruktur sosial yang diwakili oleh variabel kesehatan danpendidikan. PDRB per Kapita digunakan sebagai variable kontrol karenapendapatan per kapita menggambarkan tingkat pembangunan suatu daerah.Berdasarkan jenis infrastruktur ditemukan bahwa faktor yang mempengaruhikondisi ketimpangan pendapatan adalah semakin lama rata-rata lama sekolah danpeningkatan angka harapan hidup dan faktor yang mempengaruhi persentasependapatan kelompok 20% penduduk berpendapatan tinggi adalah semakin lamarata-rata lama sekolah dan semakin jarang keluhan kesehatan, sedangkan faktoryang mempengaruhi kemiskinan adalah penambahan jalan, peningkatanelektrifikasi, peningkatan ketersediaan energi listrik, semakin lama rata-rata lamasekolah, dan semakin jarang keluhan kesehatan. Berdasarkan pengukuran giniratio teridentifikasi provinsi dengan ketimpangan pendapatan tertinggi adalahadalah Provinsi Gorontalo dan berdasarkan tingkat kemiskinan teridentifikasiprovinsi dengan tingkat kemiskinan yang paling tinggi adalah Provinsi PapuaBarat. Sedangkan berdasarkan hasil regresi faktor wilayah menunjukkanbertambahnya ketimpangan dan kemiskinan di Kawasan Timur Indonesia (KTI).Sasaran pembangunan harus ditujukan bagi peningkatan kapasitas sarana danprasarana jalan, layanan akses ketenagalistrikan khususnya di daerah pelosokyang belum teraliri listrik, peningkatan akses pendidikan dasar, menengah danperguruan tinggi, serta peningkatan derajat kesehatan dengan peningkatan aksespada layanan kesehatan dan mengurangi biaya untuk berobat dengan pemberianperlindungan sosial khususnya bagi masyarakat tidak mampu atau miskin. ABSTRACT Infrastructure can affect economic activity in various ways either directly orindirectly. This study aims to analyze the condition of infrastructure and its effecton income and poverty by using three measurement indicators, namely gini ratio,percentage of highest 20% income population, and poverty level. This researchuses a panel data regression analysis covering 33 provinces during period of year2006-2015. The variables used in this study consisted of economic indicators ofPDRB per capita, economic infrastructure which includes road and electricityvariables and social infrastructure represented by health and education variables.PDRB per capita is used as a control variable because per capita income reflectsthe level of development of a region. Based on the type of infrastructure it wasfound that the factors affecting income inequality are the average length ofschooling and the increase in life expectancy. The factors that affect thepercentage of income group of highest 20% income population is the averagelength of schooling and frequentcy of health complaints, while factors affectingpoverty are the addition of roads, increased electrification, increased availabilityof electrical energy, average length of schooling, and the frequencu of healthcomplaints. Based on the measurement of gini ratio, the province identified withthe highest income inequality is Gorontalo Province and based on the povertylevel identified the province with the highest poverty level is West PapuaProvince. Meanwhile, based on regression result of region factor showsincreasing inequality and poverty in Eastern Indonesia (KTI). Developmenttargets should be aimed at improving the capacity of road infrastructure andfacilities, access to electricity services especially in remote areas with noelectricity, improving access to basic, secondary and tertiary education, andimproving health status by increasing access to health services and reducing costsfor treatment the provision of social protection, especially for the poor. |
