ABSTRACT< Sistem kuota rasial yang diterapkan oleh pemerintah Malaysia nyatanya telah membuat Malaysia Civil Service MCS mengalami ketimpangan dalam hal proporsi etnis. Etnis Melayu yang diutamakan keterlibatannya melalui sistem tersebut telah menciptakan sebuah dominasi kelompok sosial dalam MCS. Hal ini merupakan suatu permasalahan tersendiri dalam proses jalannya birokrasi karena berisiko memunculkan bias etnis dalam pengelolaan sumber daya publik. Untuk menganalisis lebih lanjut permasalahan yang diangkat, penelitian dengan metode kualitatif ini menggunakan teori Political Order dan Representative Bureaucracy. Hasil penelitian membuktikan bahwa kepentingan politik yang pemerintah Malaysia berusaha capai melalui penerapan sistem kuota rasial adalah untuk mendikotomi peran antara etnis non Melayu pada sektor privat yang menjalankan kegiatan ekonomi negara, sedangkan sektor publik yang menjalankan proses pengalokasian sumber daya publik sebagai hasil dari kegiatan ekonomi dipastikan tetap berada di bawah kendali etnis Melayu. Dengan begitu, pertumbuhan ekonomi dapat dicapai dan kemudian stabilitas politik tetap terjaga. ABSTRACT The racial quota system implemented by the Malaysian government has in fact made the Malaysia Civil Service MCS unequal in terms of ethnic proportion. The Malay group rsquo s involvement which prioritized by that system has created a social groups domination within the MCS. This is an issue in the bureaucratic process and risk of ethnic bias in public resource management may arise. To further analyze this issue, this qualitative research uses the theory of Political Order and Representative Bureaucracy. The result proves that the political interest that the Malaysian government seeks to achieve through the application of racial quota system is to dichotomize the role between the non Malays in the private sectors that runs the country rsquo s economic activity, while the public sector that runs the process of allocating public resources as a result of the economic activity itself certainly remain under the Malays control. By that, the economic growth can be achieved and the political stability is maintained. |
