ABSTRACT Dewan Perwakilan Rakyat RI DPR RI telah mengesahkan revisi Undang-Undang Antiterorisme, pasca serangan Bom Surabaya pada bulan Mei 2018 lalu. Revisi UU ini merupakan bentuk eskalasi respon terhadap ancaman ISIS di Indonesia, dengan diperluasnya definisi terorisme sebagai ancaman terhadap keamanan negara, serta memberikan wewenang kepada Polri untuk melakukan tindakan pencegahan. Tulisan ini melakukan analisis wacana atas eskalasi respon ancaman ISIS tersebut, dilihat dari faktor fondasi demokrasi dan karakteristik terorisme yang berubah. Dengan menggunakan metode analisis wacana, tulisan ini bertujuan untuk melihat hubungan antara persepsi ancaman dengan kebijakan kontra-terorisme negara. Tulisan ini juga akan melihat retorika-retorika yang dipakai terkait ancaman tersebut, yang kemudian menyebabkan situasi genting, sehingga mendorong keberterimaan dari audiens publik. ABSTRACT The House of Representatives DPR RI has ratified the revision of the Antiterrorism Act, in the aftermath of Surabaya bombing in May 2018. The revision of the Act is a form of escalating the response to ISIS threats in Indonesia, with the expansion of the definition of terrorism as a threat to state security, as well as authorizing the Police to take preventive action. This paper analyzes the discourse on the escalation of the ISIS threat response, judging by the factors of democratic foundation and changing characteristics of terrorism. By using discourse analysis method, this paper aims to see the relationship between threat perception and state counter terrorism policy. This paper will also analyze the rhetoric used in relation to the threat, which then causes a precarious situation, thus encouraging the acceptance of the public audience. |
