Penelitian ini bertujuan untuk mengukur efisiensi kinerja perikanan tangkap pada setiap wilayah pengelolaan perikanan WPP di Indonesia, serta menyajikan efficiency report yang menunjukan potensi perbaikan WPP yang masih inefisien agar dapat berproduksi secara efisien. Dalam tulisan ini juga dibahas analisis time series yang akan menghasilkan perubahan pada TFP. Metode yang digunakan dalam penelitian ini adalah Data Envelopment Analysis DEA dengan model BCC output oriented. Untuk analisis time series dalam Data Envelopment Analysis DEA menggunakan penghitungan Malmquist Productivity Index. Hasil penelitian ini menunjukan bahwa efisiensi sektor perikanan di Indonesia dalam tahun penelitian mengalami kenaikan yang positif. Namun hanya terdapat dua WPP yang secara berturut-turut dari seluruh tahun penelitian yang memiliki nilai efisiensi sempurna sehingga untuk kedua WPP tersebut nilai output aktual dianggap telah mencapai angka maksimum dan efisien relatif terhadap WPP yang lain. Hasil analisis time series menunjukkan bahwa penyebab kenaikan pada TFP yang lebih signifikan adalah perubahan dari efisiensi teknis. The purpose of this research is to measure the efficiency of capture fisheries performance in each fisheries management area FMA in Indonesia, and presents an efficiency report showing the potential improvements for inefficient FMA in order to produce efficiently. In this paper also discussed the time series analysis that will result in changes to total factor productivity TFP. The method used in this research is Data Envelopment Analysis DEA with BCC output oriented model. For time series analysis in Data Envelopment Analysis DEA using Malmquist Productivity Index calculation. The results of this study indicate that the efficiency of the fishery sector in Indonesia in the year of research experienced a positive increase. However, there are only two FMA that have perfect efficiency score so that for both FMA the actual output value is considered to have reached the maximum and efficient numbers relative to other FMA. The result of time series analysis shows that the significant cause of the increase in TFP is the change of technical efficiency. |
