ABSTRAK
Indonesia dalam beberapa tahun terakhir ini budaya literasinya rendah. Penelitian PISA Programme for International Student Assessment dari tahun ke tahun literasi Indonesia rendah, terkahir tahun 2015 peringkat 69 dari 76 negara. Pemerintah melalui Permendikbud No. 23 Tahun 2015 mengeluarkan kebijakan Gerakan Literasi Sekolah yang diterapkan di sekolah. IPNU DKI Jakarta sebagai organisasi pelajar turut membantu pemerintah dengan programya ldquo;Satu Juta Pelajar Menulis rdquo;, yang secara teknis memberikan pelatihan kepenulisan di 25 Sekolah Menengah di DKI Jakarta. Tujuan penelitian ini untuk menganalisis implementasi program satu juta pelajar menulis Angkatan I IPNU DKI Jakarta. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Hasil penelitian ini berdasarkan observasi, dokumentasi dan wawancara diperoleh bahwa implementasi program Satu Juta Pelajar Menulis berjalan sesuai konsep awal mulai cara menjalin komunikasi dengan berbagai pihak yakni menstranmisikan informasi program sebagai bentuk kerjasama dengan Dinas Pendidikan DKI Jakarta, Kepala Sekolah serta peserta program ini hal itu dilakukan dengan jelas dan konsisten. Selain itu sumber daya yang dimiliki program ini cukup baik dengan beberapa catatan. Faktor lain yang mempengaruhi dalam ini bahwa kecenderungan sikap yang dimiliki fasilitator sesuai dengan Standar Operasional. Terakhir faktor yang sangat mempengaruhi efektivitas program ini yaitu adanya struktur yang menempati sesuai tugas pokok dan fungsi yaitu struktur kepanitiaan dan fasilitator, dengan adanya struktur tersebut juga diberlakukan SOP atau ketentuan yang menjadi acuan dalam implementasi program ini. Kendala program ini adalah fasilitator yang masih lemah pemahaman literasinya sehingga hal ini menjadi kendala dalam proses implentasinya, tidak konsisten dan tidak ada insentif.
ABSTRACT
Indonesia in recent years has low literacy culture. PISA Programme for International Student Assessment research from year to year Indonesian literacy is low, last year 2015 ranked 69 out of 76 countries. Government through regulation of education and culture minister number 23 year 2015 issued a policy of School Literacy Movement implemented in schools. IPNU Jakarta as a student organization helped the government with its program Satu Juta Pelajar Menulis , which technically provides writing training in 25 Secondary Schools in Jakarta. The purpose of this study is to analyze the implementation of the program of Satu Juta Pelajar Menulis , Batch one IPNU Jakarta. This research uses descriptive qualitative method with case study approach. The results of this study based on observation, documentation and interviews found that the implementation of One Million Student Writing program runs according to the initial concept of how to establish communication with various parties namely to programmatic information as a form of cooperation with the Department of Education of Jakarta, principals and participants of this program is done clearly and consistently. In addition, the resources of this program is quite good with some notes. Another factor that influences in this is that the attitude trends that facilitators have in accordance with the Standard Operational Procedures SOP . The last factor that greatly affects the effectiveness of this program is the structure that occupies the main tasks and functions of the structure of the committee and facilitator, with the structure is also applied SOP or provisions that become the reference in the implementation of this program. Constraints of this program is a facilitator who is still weak understanding of literacy so that this becomes an obstacle in the implementation process., inconsistent and no incentives. |
