Diary Putri Dayang SariProgram Studi : Magister KenotariatanJudul : Analisis Pelaksanaan Percepatan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Bogor Tesis ini meneliti tentang Pelaksanaan Program Percepatan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Bogor, dengan rumusan masalah yang diajukan adalah bagaimana pelaksanaan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Bogor, kendala apa saja yang menghambat Pelaksanaan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Bogor serta bagaimana capaian tujuan atas program ini. Penelitian ini merupakan penelitian yuridis empiris. Datayang digunakan adalah data primer yang didapat secara langsung melalui wawancara kepada pihak di Kantor Pertanahan Kabupaten Bogor yang terlibat dalam program Percepatan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Bogor. Kesimpulan dari penelitian Pelaksanaan Percepatan Pendaftaran Tanah Sistematis Lengkap PTSL di Kabupaten Bogor pada tahun 2017 belum mencapai target yang ditentukan. Dari 80.000 bidang yang ditargetkan untuk Kabupaten Bogor, yang tercapai sebanyak 70.410 bidang tanah. Tidak tercapainya target 80.000 bidang tanah disebabkan berbagai kendala baik eksternal maupun internal. Program PTSL ini mampu mendorong pergerakan dan kemajuan ekonomi masyarakat. Sebab, sertifikat yang dimiliki bisa di agunkan kepada pihak bank dan lembaga keuangan, kemudian catatan mengenai data fisik maupun yuridis sudah tersedia dengan baik, data tentang Subyek, obyek, dan luas faktual dan kongkrit. Dalam pelaksanaan Program Percepatan Pendaftaran Tanah Sistematis Lengkap, asas-asas mengenai pendaftaran tanah belum terlaksana seluruhnya.Kata Kunci :Pendaftaran Tanah, Percepatan Pendaftaran Tanah Sistematis Lengkap PTSL , Kabupaten Bogor.

This research is an empirical juridical research. Datathat used are primary data obtained directly through interviews to parties in the Land Office of Bogor Regency involved in the program of Complete Complete Land System Registration in Bogor Regency. The conclusion of the research of Acceleration of Complete Systematic Land Registration in Bogor Regency in 2017 has not reached the specified target. Of the 80,000 plots that targeted for Bogor Regency, 70,410 plots of land were reached. Bogor Regency did not reach the target of 80,000 plots due to various constraints both external and internal. This program is able to encourage the movement and economic progress of the community. Therefore, the certificate may be collateralized to banks and financial institutions, then records of physical and juridical data are available, data of subject, object, factual and concrete area.
