ABSTRAK Terdapat kemungkinan bias pada studi sebelumnya tentang dampak upah minimum pada penyerapan tenaga kerja di sektor formal dan informal karena belum mengakomodir efek spasial dari dependensi pasar tenaga kerja antar wilayah. Penelitian ini bertujuan untuk melihat dampak kenaikan upah minimum terhadap penyerapan tenaga kerja sektor formal dan informal tanpa efek spasial kemudian dibandingkan dengan jika ada efek spasial. Tanpa efek spasial model yang digunakan adalah model panel dan dengan efek spasial model yang digunakan adalah model panel Spatial Auto Regressive SAR . Variabel dependen yang digunakan adalah penyerapan tenaga kerja sektor formal relatif terhadap sektor informal, sedangkan variabel independen adalah upah minimum riil dalam bentuk logaritma natural. Selain itu juga digunakan variabel kontrol yaitu: PDRB riil, pendidikan, angkatan kerja, urban rate, share pertanian, gender dan spasial lag. Hasil penelitian menunjukkan pada kedua model kenaikan upah minimum signifikan berdampak menurunkan penyerapan tenaga kerja sektor formal relatif terhadap sektor informal. Nilai koofisien dampak kenaikan upah minimum yang dihasilkan oleh model spasial lebih besar daripada model non spasial padahal dari hasil kriteria model menunjukkan model spasial lebih baik, sehingga dapat disimpulkan terdapat under estimate pada studi sebelumnya yang tidak memperhitungkan dependensi spasial pasar tenaga kerja. ABSTRACT There is a possibility of bias in the previous study on the impact of minimum wages on the absorption of labor in the formal and informal sectors because it has not yet accommodated the spatial effects of inter regional labor market dependencies. This study aims to examine the impact of minimum wage increases on the absorption of formal and informal sector labor without spatial effects when compared with if there are spatial effects. Without spatial effect, the model used is the panel model and with spatial effect model used is Spatial Auto Regressive SAR model panel. The dependent variable used is the formal sector employment absorption relative to the informal sector, whereas the independent variable is the real minimum wage in the form of the natural logarithm. In addition, control variables are used real GDP, education, labor force, urban rate, agricultural share, gender and spatial lag. The results showed that both models of minimum wage increase significantly reduced the absorption of formal sector workforce relative to the informal sector. The coefficient value of the impact of the minimum wage increase produced by the spatial model is greater than the non spatial model whereas from the model criteria results show better spatial model, so it can be concluded there is underestimated in the previous study which does not take into account the spatial dependencies of the labor market. |
