ABSTRAK Untuk tujuan pengendalian konsumsi, pemerintah di dunia pada umumnya mengenakan cukai atas rokok. Cukai tersebut dikenakan baik dengan menerapkan sistem cukai ad valorem maupun sistem cukai spesifik. Penelitian ini bertujuan untuk melihat hubungan antara sistem cukai dan variasi harga di Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah Pooled Least Square PLS dengan menggunakan data transaksional cukai di Indonesia tahun 2005-2017. Variasi harga diukur dengan menggunakan Interquartile Range to median ratio. Dengan data yang lebih lengkap dan periode yang lebih panjang, penelitian ini mengkonfirmasi bahwa sistem cukai spesifik multitiers memilik efek seolah-olah seperti sistem cukai ad valorem. Semakin kompleks struktur cukai di suatu negara akan membuat variasi harga semakin besar. ABSTRACT For consumption control purposes, governments in the world generally charge excise on cigarettes. The excises are imposed either by applying an ad valorem excise system as well as a specific excise system. This study aims to see the relationship between excise system and price variation in Indonesia. The research method used in this research is Pooled Least Square PLS by using transactional data of excise in Indonesia year 2005 2017. Price variations are measured using the Interquartile Range to median ratio. With more complete data and longer periods, this study confirms that the specific excise system of multitiers has the effect as if it were an ad valorem excise system. The more complex the structure of excise duty in a country will make the bigger the price variation. |
