ABSTRAK Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi intention to use teknologi informasi dan komunikasi dalam rangka meningkatkan kapabilitas organisasi di Kementerian Sosial Republik Indonesia. Penelitian ini menggunakan metode pengumpulan data dengan Kuesioner TAM yang digunakan untuk mengukur persepsi pegawai Kementerian Sosial dalam penggunaan teknologi informasi dan komunikasi dan untuk menemukan hubungan antara faktor eksternal variabel independen dengan variabel dependen, yaitu Perceived Ease Of Use dan Perceived Usefullness berpengaruh langsung , serta pengaruhnya terhadap Intention To Use teknologi informasi dan komunikasi berpengaruh tidak langsung dalam kerangka penelitian. Hasil dari penelitian ini menunjukkan bahwa faktor eksternal memengaruhi persepsi pegawai Kementerian Sosial terhadap Perceived Ease Of Use dan Perceived Usefullness, dan persepsi mereka berdampak pada Intention To Use teknologi informasi dan komunikasi. Faktor eksternal yang paling berpengaruh adalah Prior Experience, Education Level, Job Relevance, Trust, Autonomy, Subjective Norm dan Training. Penelitian ini hanya dilakukan di Kementerian Sosial Republik Indonesia yang sedang dalam proses Reformasi Birokrasi. Intention To Use disini dianggap mewakili terhadap penggunaan sebenarnya dalam pemanfaatan teknologi informasi dan komunikasi dalam rangka peningkatan kapabilitas organisasi. Implikasi yang diharapkan dengan memahami faktor-faktor yang memengaruhi Intention To Use teknologi informasi dan komunikasi, akan dapat mendukung peningkatan kapabilitas organisasi di Kementerian Sosial RI, sehingga organisasi dapat berjalan efektif dan efisien. Hasil dari penelitian ini diharapkan dapat memberikan informasi untuk meningkatkan niat pegawai Kementerian Sosial RI dalam menggunakan teknologi informasi dan komunikasi secara optimal dalam pekerjaannya. Dan untuk meningkatkan kapabilitas organisasi dalam rangka Reformasi Birokrasi. Peneliti berharap penelitian ini juga dapat digunakan sebagai pedoman untuk peningkatan kapabilitas organisasi di organisasi publik lainnya. ABSTRACT AbstractThe purpose of this paper is to analyze the influencing factors toward the intention to use information and communication technology in order to improve organizational capacity in the Ministry of Social Affairs Republic of Indonesia. This study used TAM questionnaire to collect data to measure the perceptions of Ministry of Social employees in the use of information and communication technology and to find the relationship between external factors independent variables with Perceived Ease Of Use And Perceived Usefullness direct influence , and the effect on the Intention To Use information and communication technology indirect influence within the research framework. The results of this study indicate that external factors influence the perceptions of Ministry of Social Affairs employees to Perceived Usefulness and Perceived Ease Of Use, and their perception has an impact on Intention To Use information and communication technology. The most influential external factors are Prior Experience, Education Level, Job Relevance, Trust, Autonomy, Subjective Norm and Training. This research is conducted in the Ministry of Social Affairs of the Republic of Indonesia which is in the process of Bureaucratic Reform. Intention to use here is considered to represent the actual use in the utilization of information and communication technology in order to increase the Organizational Capability. The expected implication by understanding the factors that influence the Intention To Use information and communication technology, will be able to support the improvement of organizational capability in the Ministry of Social Affairs, so that the organization can run effectively and efficiently. The results of this study are expected to provide information to improve the intention of Ministry of Social Affairs employees to use Information and Communication Technology optimally in their work. And to improve the organizational capability in the framework of Bureaucratic Reform. Researchers hope this research can also be used as a guide for improvement of organizational capability in other public organizations. |
