Skripsi ini membahas strategi politik Partai Aceh (PA) dalam merealisasikan kesepakatan yang tertuang didalam MoU Helsinki. Setelah 13 tahun damai, masih terdapat 10 Pasal dari MoU Helsinki yang hingga saat ini belum direalisasikan. PA sebagai partai politik lokal yang didominasi oleh mantan kombatan GAM merasa memiliki tanggung jawab politik terhadap realisasi MoU Helsinki. Hal ini sebagaimana manifestasi mereka yang telah beralih dari perjuangan bersenjata menjadi perjuangan politik melalui partai politik lokal. Melalui metode kualitatif, penulis melihat pada lima pasal dari 10 pasal yang belum selesai. Pertama, nama Aceh dan gelar pejabat senior. Kedua, perbatasan. Ketiga, hak menggunakan simbol-simbol wilayah. Keempat, kejahatan sipil yang dilakukan aparat militer di Aceh akan diadili pada pengadilan sipil (Pengadilan Negeri) di Aceh. Kelima, pembentukan Komisi Bersama Penyelesaian Klaim. Hasil penelitian ini memperlihatkan ada empat pola yang dilakukan oleh PA dalam upaya realisasi MoU Helsinki. Pertama, advokasi yang dilakukan oleh kader baik secara kelembagaan maupun non-kelembagaan. Kedua, memaksimalkan pengesahan qanun turunan MoU Helsinki di DPRA. Ketiga, lobi yang dilakukan kepada pemerintah pusat. Keempat, melakukan pewacanaan di kampanye politik. Penulis melihat PA memanfaatkan kemenangan mereka di dua Pemilu pasca damai sebagai kekuatan mereka didalam upaya realisasi MoU Helsinki. Selanjutnya hasil penelitian ini menunjukkan strategi yang dilakukan tersebut belum dapat memberikan hasil yang signifikan, dan upaya realisasi ini cenderung berfokus kepada beberapa pasal terutama yang bersifat simbolik.
This thesis discusses the political strategy of the Aceh Party (PA) in realizing the agreement contained in the MoU Helsinki. After 13 years of peace process, there are still 10 Articles from the MoU Helsinki which have not been realized yet. PA as a local political party that is dominated by former GAM combatants perceive that they have political responsibility for the realization of the MoU Helsinki. This is like the manifestation of those who have switched from armed struggle to political struggle through local political parties. Through qualitative methods, the author looks at five articles out of 10 that have not been realized yet. First, the name of Aceh and the title of senior elected officials. Second, border. Fifth, the establishment of a Joint Claims Settlement Commission. The results of this study show that there are four patterns carried out by PA in the realization of the MoU Helsinki. First, advocacy carried out by cadres both institutionally and non-institutionally. Second, maximize the legislation of the derivative qanun from the MoU Helsinki in the DPRA. Third, lobbying that carried out to the central government. Fourth, conduct discourse in political campaigns. The author sees PA using their victory in two post-peaceful elections as their strength in order to realize the MoU Helsinki. Furthermore, the results of this study indicate that the carried out strategy has not been able to produce significant results, and this realization tends to focus on several articles, especially those that are symbolic. |
