ABSTRAK
Salah satu pemanfaatan hutan yang berkontribusi dalam pertumbuhan ekonomi adalah pengelolaan hutan produksi dengan skema Hutan Tanaman Industri. PT. BMH sebagai pemegang izin berkewajiban melaksanakan kemitraan kehutanan. Gabungan Kelompok Tani Riding Bersatu Gapoktan dan PT. Bumi Mekar Hijau PT. BMH telah menandatangani Naskah Kesepakatan Kerjasama Kemitraan Kehutanan pada areal bergambut seluas 10.000,8 ha yang saat ini belum berjalan. Fokus Utama Exploratory Research ini ialah realisasi kemitraan kehutanan yang akan terjadi di Tahun 2022. Riset ini memiliki tujuan mengidentifikasi faktor pendorong driving force yang mempengaruhi realisasi kemitraan kehutanan, menemukan faktor penting yang memiliki ketidakpastian yang tinggi critical uncertainty serta memproyeksikan realisasi kemitraan kehutanan pada tahun 2022. Riset ini menggunakan pendekatan kualitatif dengan metode kualitatif sesuai dengan tahapan analisis skenario. Faktor pendorong driving force yang paling mempengaruhi kemitraan kehutanan adalah budaya bertani, kelembagaan, pasar dan paduserasi kebijakan perhutanan sosial degan kebijakan perlindungan dan pengelolaan ekosistem gambut. Faktor penting dengan ketidakpastian tinggi critical uncertainty yang mempengaruhi realisasi kemitraan kehutanan adalah paduserasi kebijakan perlindungan dan pengelolaan ekosistem gambut dan budaya bertani. Skenario terbaik pada tahun 2022 adalah skenario gambut emas, dimana kemitraaan kehutanan yang terdiri dari agroforestri dan kemitraan tanaman pokok dapat berjalan jika perusahan mengganti akasia Acacia crassicarpa dengan alternatif bahan baku pulp dan kertas yang sesuai dengan ekosistem gambut.

ABSTRACT
One of the forest uses that contributes to economic growth is the management of production forests under the Industrial Plantation Forest scheme. PT. BMH as the permit holder is obliged to implement forestry partnerships. Riding Farmers Group Gapoktan and PT. Bumi Mekar Hijau PT. BMH has signed the Forestry Partnership Cooperation Agreement Manuscript of 10,000.8 ha peatland ecosystem which is currently not running. The main focus of this Exploratory Research is the realization of forestry partnerships that will occur in 2022. This research aims to identify driving forces that influence the realization of forestry partnerships, finding critical uncertainty and projecting possible forestry partnership future occurred in 2022. This research uses a qualitative approach with qualitative methods according to scenario analysis. The driving force that most influences forestry partnerships is the culture of farming that adapts to peat ecosystems, institutions, markets and the sincronization of social forestry policies and protect and manage peat ecosystems policies. Critical uncertainty that affect the realization of forestry partnerships are the implementation of policies to protect and manage peat ecosystems and farming culture. The best scenario that might occur in 2022 is the gold peat scenario, where forestry partnerships consisting of agroforestry and partnership on staple crops can work if the PT. BMH replaces acacia Acacia crassicarpa with an alternative pulp and paper raw material that is compatible with the peat ecosystem.
